Incidentally the refugees from the minority ethnic groups of the then Biafra were forcibly evacuated from their homelands by Biafran troops. They did not run away from their homes on approach of Nigerian troops. They were actually looking forward to being liberated.

Any consultation around the new "Biafra" as you stated would be a non-starter. I doubt if the name brings loving memories to the South-South ethnic nationalities.
