Gaddafi Calls for Speedy African Unity, Says Libya Has over $90B to Invest in Africa

Speaking at the 13th Summit of the CEN-SAD Community (Sahel-Saharan states) on Thursday in the Chadian capital N'Djamena, the Leader of the Revolution Muammar Gaddafi said the establishment of African Unity is a requirement by the power of the African Union Constitution.
He said the member of CEN-SAD should work in this direction and make their voice heard during the coming AU summit in Kampala, Uganda.
Gaddafi said the CEN-SAD states' position within the AU is strong because the constitute the majority of the states of Africa. He said the community is rich comparing to other groups within the African continent and mentioned that Libya alone has $90 billion in its bank accounts, and wants to invest all the money in Africa.
"Without the votes of this community no resolution can be passed with the two thirds majority required for most resolutions in the AU," Gaddafi added.
This clout, he said, should be used for the advancement of the unity of the African continent.
Gaddafi said the CEN-SAD gathering is the main regional group in Africa and the one that can depend on in the continent as a whole for it is an economic, political, social and even ideological group.
He said the CEN-SAD community is considered rich and has access to Europe and the oceans. It has economic resources such as oil and gas as well as other raw materials along with rivers and arable lands. "Libya, for instance, at this hour has $90 billion and it is looking for markets to invest them. This is a wealth for CEN-SAD and a wealth for African," Gaddafi told the gathering heads of state.
Stressing the existing of this huge amount of cash Gaddafi said "this is not a joke. It is bank accounts in banks."
He said Libya withdrew $7 billion from Swiss banks when this European country destroyed mosques and the money is still looking for an investment market.
A united Africa, Gaddafi said, can provide the stable, secure, independent, peaceful and trustworthy place and environment where such huge amounts of money can be invested.
Gaddafi said the CEN-SAD community would say its word at the coming AU summit which based on the need to establish a unity government for Africa.
If there are some African countries that are not free to decide or not conscious, the rest of African states such the CEN-SAD community cannot go along with them. For the will one day return back to their consciousness and follow the pro unity states.
Gaddafi criticized the choice of the main subject that the coming Kampala summit will debate that is the children problems. He said "we won't discuss such topic because we are not the UNICEF."
He said it is not necessary that all heads of state of the CEN-SAD community should attend the AU summit.
The chairman of the community, Chad President Idriss Deby Itno, can attend the summit and deliver the resolutions adopted by the whole community in its 13th summit, Gaddafi maintained.
