If you can institute those BASIC NECESSITIES, security will be a piece of CAKE! How? First, more people will get meaningful jobs from construction and infrastructural development; second, more people will be able to establish personal and group businesses (and more importantly MAINTAIN them) without the burden of private light/power/energy, water and manpower/expertise shortage; more people will move safely in mass transits; et cetera et cetera. I want to go to a City, town or village in Nigeria, and have the following 5 basic experiences in any seriously governed Modern society:

1.    Regular electricity in homes, offices and shops;

2.    Clean pipe-borne water in homes, offices and shops;

3.    Mass transit in at least one City in every State.

4.    Elementary and High Schools with qualified, smiling teachers and pupils, conducive classrooms, equipped libraries and laboratories;

 

Everything else is built on these foundational utilities/amenities. ANYTHING LESS is a charade! Joe Igietseme

1.    Partnership with South African Farmers Group under the AgroNova project for the establishment of model farms in the areas of fisheries (Umuna Fish Culture Station) and irrigated agriculture.

2.    Attraction of N1 billion Agric Support Loan from the Federal Government in the first quarter of 2010 for the establishment of 5000 hectares farm, fish project and fruit processing through FADAMA.

5.    Development of over 3 million palm seedlings for distribution to farmers.

 

 

ENVIRONMENT

 

  1. Launching of the Clean and Green Initiative with the objective of reclaiming and protecting our environment

2.    73 erosion sites in the state have been studied and designed with their Bill of Engineering Measurement and Evaluation (BEME), costed and ready for award to competent contractors.

3.    The control of four erosion by the Ministry of Petroleum and Environment completed

4.    Phase 1Emergency Erosion control at Isiala Mbano LGA, Ebenato-Ekwe in Isu LGA, Umuorji Mgbidi sites in Oru West LGA and at Holy Sisters of the Needy, Okwu Uratta, in Owerri-North LGA.

5.    Design, measure and emergency erosion control have been carried out in Ikeduru, Ideato South and Ezinihitte Mbaise LGAs.

6.    Establishment of Environmental Transformation Commission, ENTRACO.

SPORTS

 

1.    The State won 23 gold, 28 silver and 36 bronze medals at the 16th National Sports festival which was held at Kaduna in February 2009. The State's best outing in the recent past.

2.    Over N500 million was released to the Heartland Football Club to prosecute the CAF Championship. The Heartland Football Club made a successful outing in the 2008/2009 Globacom Premier League and played the finals of the CAF Championship League.

3.    Miss Ifeoma Iheanacho of Imo State won a Bronze Medal for Nigeria in the women 67 kg Class at the World Wrestling Championship in Denmark in September 2009.

  1. Efforts are underway to make the Dan Anyiam Stadium Complex a masterpiece in sporting activities

 

EDUCATION

 

1.    Upgrading of Michael Okpara College of Agriculture Umuagwo to the status of a Polytechnic. Government released the sum of N45 million for accreditation of 10 programmes of the institution. Government also recruited 91 academic and 38 non-academic staff to enable the institution to get full accreditation.

2.    The handover of Alvan Ikoku College of Education to the Federal Government.

3.    The State Government awarded a total of 2,600 scholarships, 600 for the physically challenged students in both the secondary schools and tertiary institutions.

4.    The State distributed learning materials to all the Study Centres across the State.

5.    The reduction of secondary school fees from N8,000 to N3,700.

6.    The first phase of the Education Endowment Fund was launched in the 27 local governments in the state on 28 December 2009 to further boost education and rehabilitate all educational infrastructures in the state.

 

7.    Implementation of the policy of disarticulation and re-articulation of Junior and Senior Secondary Schools in the State in order to reduce cost and make teachers available for teaching functions.

 

  1. Embanking  on the process of relocating the Evan Enwerem University from its current temporary site to a new permanent site.

 

 

HEALTH

 

  1. Imo has the lowest infant mortality and maternal death in the entire Federation. The State achieved over 80% in routine immunization coverage. This is above the Federal Government's target coverage of 75%.
  2. The State has continued to maintain a polio-free status since 2005.
  3. In the area of Primary Health Care, the government procured and distributed 27 new Hiace buses to all the Local Governments of the State.
  4. The free medical Mission programme of the State recorded 35 major surgeries while over 5,500 patients were treated of various ailments.
  5. A total of 1,324 patients of Imo State origin and the other neighbouring Eastern States were treated of cataract and other eye diseases under the partnership programme of Imo State Government and Tulsi Chanrai Foundation of India.
  6. A total of 197,080 doses of ACT anti-malaria drugs were distributed to children under 5 years.
  7. 338,334 doses of intermittent preventive treatment drugs were distributed to pregnant women.
  8. 33,800 units of long lasting insecticide-treated mosquito nets were distributed to pregnant women and children.
  9. In order to deepen awareness in the area of HIV/AIDS scourge, 6 new HIV counseling/test centres were established.
  10. 30 new medical doctors were employed to boost manpower capacity in the health sector.

LAW & JUSTICE

 

  1. Inauguration of the Court of Appeal, Owerri Judicial Division to improve access to justice in the State. Government reconstructed, renovated, fully furnished and donated the Court of Appeal complex at Okigwe Road as well as the Judges quarters, all serviced with standby generators, while all the Judges were provided with laptops.
  2. Government has also provided land for the permanent site for the Appeal Court as well as quarters for the Justices.
  3. Reformed the Customary Court system with all the Chairmen of Customary Courts in the State.
  4. Government has also provided laptops for all the Judges of the High Court and Customary Court of Appeal.
  5. Provision of 30KVA sound-proof generating sets for the residences of our judges as well as the renovation the Courts in all the Judicial Divisions in Imo State is on-going.
  6. Approval has been given for the appointment of more judges and members of the Customary Courts to replace those whose tenures have expired.

LOCAL GOVERNMENT REFORMS

 

  1. The blocking of leakages in the disbursement of Local Government funds thus reducing corruption drastically.
  2. Contractors who do business with the Local Governments now must provide performance bonds and bank guarantees.
  3. Working in partnership with the Local Governments, IROMA, which was based in the 27 local Governments, employed 27 engineers, 27 Higher Works Superintendents, drivers, grader operators and other artisans.
  4. With assets worth over N11 billion, the activities of IROMA at the local governments have attracted the attention of Rural Access Mobility Project (RAMP), a Federal Government/World Bank Project and this has led to the inclusion of Imo state among 6 other states that have qualified to access the funds for the improvement of rural road access.
  5. The design and execution of the Imo State Multilane Interconnectivity Freeway which will link up 19 local governments and 500 communities is on-going.
  6. The Biometric Data Capture exercise in the 27 LGAs has flushed out over 5,000 ghost workers in the system.
  7. The sanitization of the Chieftaincy institution in the state has been sustained.
  8. The government has succeeded in resolving 275 of these disputes, remaining about 125 difficult ones to be resolved by our White Paper.

 

 

INFORMATION SECTOR

 

  1. Commissioning of the re-branded Imo Orient TV and Orient FM. During the period under review, a commercial digital photo laboratory was installed by the Ministry of Information and Strategy to ease the job and improve the quality of professional photographers in the state and as a revenue earner.
  2. The re-branded Statesman newspaper has also been re-launched.

 

FINANCES

 

  1. About N997 million was realized from Debt Reconciliation.
  2. N1.337 billion was recovered from Bank reconciliations in three banks.
  3. A Committee set up under the chairmanship of the Hon. Commissioner for Finance successfully renegotiated the IBC's indebtedness to Spring Bank from N264 Million to N20 million.
  4. US$ 4.6 million has been recovered from reconciliation of Imo state's debt to multilateral creditors.
  5. 90 percent reconciliation work completed on the State's exit of debts from the Paris and London Clubs of creditors, it is expected that about US$100 million will be recovered.
  6. On-going process of seeking the refund of US$27 million from the Federal Government on account of rural electrification projects financed by the State with borrowings from the Paris and London Clubs, which were taken over by fiat by the Federal Government during the military era.
  7. Taking legal steps to recover our oil wells ceded to other states.
  8. From January to September 2009, the state received dividend income totaling N43, 849,790.93 from its various investments.
  9. The opening of the Owerri Trading Floor of the Nigerian Stock exchange on 6 February 2009. With the state-of-the-art electronic trading floor, equipped with online real time trading links to all exchanges, Imo people are now ready to join the rest of the world in this new culture of investment.

 

AVIATION

 

  1. Investment of N50 million in the Air Midwest Nigeria Ltd with the purpose of  averting the stifling of the Sam Mbakwe International Cargo Airport.
  2. Launching of flight operations with Air Midwest Nigeria Ltd

 

 

INTERNALLY GENERATED REVENUE (IGR)

 

  1. The government has succeeded in raising the state's monthly IGR from N161,000,000 to N430,000,000 a month.
  2. Vigorous Human Resource development and blocked wastages and leakages in Revenue collection has been embarked on.

 

SECURITY

 

  1. Operation Festival has more than 600 vehicles equipped with high-tech gadgets.
  2. The state now has over 400 police-trained vigilante and plain-clothes detectives are everywhere.
  3. In 2009, the state acquired 5 Armoured Personnel Carriers to strengthen security in the state.
  4. Establishment of the Imo State Security Fund is on-going.
  5. The strengthening of the Imo Vigilante and re-focusing them for efficiency is on-going.

 

 

JOB CREATION

 

  1. Recruitment of 10,000 fresh graduates into the state civil and teaching services is on going.
  2. Creation of additional 2,700 jobs in the 27 local government areas by recruiting 100 casual labourers in each of the local governments for cleaning our markets under ENTRACO.
  3. On 9 January 2009, 68 graduates of the Finishing Schools passed out and all of them were instantly employed that day.

 FACT : Imo State did not build no Shopping plaza . The Mall was built by Ohakim's friends using Imo State contract money he siphoned to them . My reliable sources say , Ohakim's name could be found as one of the owners ... It is this pattern of Me and Me alone that has his critics now fuming . Assuming Ohakim wins re-election ( God forbid ) , by the time he's done in the next four years , he'll be perhaps the richest Imo citizen alive , with properties and investments spanning across Nigeria and beyond . And he'll leave Imo State in a very sorry state .

 

But bad fate is not far off . He may end up being Ibori-tized ( to use Ikey Ndibe's word ) . Sources inside EFCC are revealing that a case will be made against him . Infact , according to these sources , Ohakim's name was on the list of early rejects by INEC bared to contest this coming election , but Maurice Iwu intervened and protested to his friend , Chairman  Jega , convincing him to allow ( Ohakim ) his man to seek another term . Maurice Iwu considers it an insult if INEC under Jega continues to undo most of what he put in place .

 

And till this day , Mr. Iwu still believe he did a good job at INEC , including putting Ohakim as governor of Imo State . This was evident when I asked him in August if he could have done things differently . " No " , he defiantly shot back at me . " I did all I could to give Nigerians a credible election " he said . " But critics who hated my guts opposed all the good things we did " .

 

Well , the verdict from Nigeria is different .

How are you sure of the above statement by your humble self? Are you very sure that there is No Manufactruing activities in Imo State for this new ultra modern mall? Okay, what about the Ceramic industry, Black smith industry, and all the other various Food processing industries, etc? 

 

Why do think that the Imo state government will take up such a huge project and investment without any Thinking and Planning for its ultimate use? How can a 2.5 billion Naira Mall be built without any consideration of the wares that will be sold in it? Please, Prof. HEN let us be more realistic and do better investigations than this, before you Criticize this government. This Imo Hyper Active proposal dropping governor is at it again. From Multi Intercontinetal Lane to Shopping Mall. Well this one did not require planning aabi? All his factories do is stay in constant state of chunking out hallow expectations that never get realized. Each month he has this fat kokobility project - from Ring road, to Multilane intercontinental hyperflying international highway to no oney for flyover project and now he has money for Aladimma shopping what? He is building a shopping mall when there is no manufacturing anything going on. I was at the Owerri New Market. When I was told we are there, I could not see how they can say NEW in it. It looked like what you see in Sabongida Vom village in the 60s - now road, flooded tracks, congested stalls. Everybody sqeezed in like sardine and if you happen to the inside, you can not locate anything and no real address or means of going to find anything. You will asked which engineer worked on this project? I aslo went to see the NEW Mechanic village. Good thing they called it village because all they did was dump rundown broken trailers and no plan no structure nothing. The occupans just claim whatever they could and nobody cares to make it a viable business facility. Yet the say there are no money when they refuse to make money with things right there in their face.

 

This so called Aladimma Shopping mall, may be just public funds diverted to private use and the Gov. is trying to claim it as part of his venture. He said he dreamed about it in 1992. So how come he never made it his fist interest 3 years ago when leadership was thrust on him by default? Reading the release below you will sense that he is just claiming crerdit beause never has there been any former incling that he was doing any such venture and there has not bee any budget for such thing from his office. So how can he just emerge for credit? The man is behaving like a drawning man who is just looking for something underwater to cling to. I think he has been paying ransoms for the office but did not know that soon politics may change and there will be other people interested in that office and may contest it by asking him to list his accomplishments. So anything going on in Imo, he will take his bullala whipping team to go claim credit. 

 

Ohakim does not know that Imo has 27 independent local governments that he must accout to after taking hostage their allocations. He has to list each LGA and tell Nigeria what he has done in that place with the money they received that he claimed. Our problem with us Igbo is we do not care to question people when we know they have stollen from us. There was a time in Obowu Union when the national executive spent money they could have used to fund an obowu university student as scholarship,  they decided that they will buy stuff to thank Udenwa for saying he has recruited an Isreali firm to rehabilitate Ndudu farm in Avutu. I laughed and asked if they thank him just for saying what he will do, what will they do when he does it? They said Eto Nwata na Nke Omerre omeee ozo. Well, Udenwa has ruled and gone, Ndudu did not get anything from any Isreali firm and nothing has happened there since Mbakwe. We think praising these thieves will buy them conscience but it never would be.

 

Ohakim has announce that his dream has come true, But failed to tell us where and when? Where is this aladmma mall and who made the products the mall is selling? How can his dream come true when there is still nothing. I called Nigeria and nobody has heard of the so called Aladmma mall. This is just for internet consumption and a way to maybe siphon money out for elections. Did his dream not come true when they dropped that broken tractor into Nworie in the name of  dredging? I have done some project with carterpillar that makes these tractoers. The one I saw inside Nworie is the kind they use in thevillages during Xmas to clear dirt on the village roads so it does not create mud in rain. There is noway anyone can use that for dredging. A dredger is built for dredging and it is not designed to scoop but to dig-scrap and then expell to the rear. What they had pushes dirt to the front and that is like trying to drink water through your eyes. What they tried to do was like trying to use shovel to dig the Panama cannal. A dredger can be seen when you look at the documentry video Engineering Marvels. At this point there is not even one of that machine in Owerri.

 

What we are seeing is that this government is trying to get away by name dropping. They think the bigger the words in the so called projects they more real it could be assumed. But we know 419 when we see it. They have never completed any projects they started. They will drop a name get the money then start looking for more names to drop. We hear commissions but nobody asked how they could have commission what has not yet been built. If they have been building these things who worked on them and how come no jobs came from them? You see we have to ask questions because our people have suffered enough. So how many people did the commissioned Mall employ and who was their paymaster? Was it a private project or government funded. If government owned what board runs it and which bank do they deposit their earning in?

 

We also need addresses and phone contacts for verification in 3 days. And we will ask Ohakim to stop droping names until we see one thing he has completed in the 3 years he has been controlling the billions being allocated monthly to Imo State. With the money each LGA gets there should be an internal standard mall in every LGA in one year. Government job is to use localization to create employment in the LGA sectors. Watch his list, he would claim he build Concord Hotel, the National Assembly, Onistaha bridge, Golden Guinea brewery and the Murtala Airport. What is shocking is how the buffoon legislatures will be invited to clapp for him knowing in their hearts that it is just hot air.

 

I am still waiting for that address and phone numbers. Some how recently his praise singers have abandoned ship - maybe the billion dollar he promised them is still in the mail via antartica and is now arriving Mosco and they will receive it the obasanjo road from Enugu to Owerri is completed in 2070.

OWERRI-The N2.5 billion Aladinma Shopping Mall Complex, initiated and completed through public/private partnership, PPP, arrangement, has been commissioned by Governor Ikedi Ohakim.

Speaking at the commissioning ceremony, Governor Ohakim said he was elated that his 1992 dream as Commissioner for Commerce, Industry and Tourism had been realized as governor of the state.

"As a commissioner, I came up with a 10-point project in 1992, which would have revolutionized the state and possibly the South East geo-political zone. This shopping plaza complex was one of them," Ohakim said.

Noting that "a people who do not plan for tomorrow have already planned to fail", the governor also explained that there would be about five shopping complexes in Owerri municipality.

He recalled with grief that although three ring roads were originally planned for the state, no previous administration thought it wise to impliment the plan, adding that apart from commencing the road projects, the construction of fly-over bridges to compliment the ring roads had started.

The governor lamented that Ndigbo took delight in developing other lands instead of theirs, pointing out that there was no single private establishment in Imo State that was owned by either a Yoruba or Hausa man.

Earlier in his address, the Executive Chairman of Bauhaus International Limited, Dr. Victor C. Onukwugha, said his company intended to invest a minimum of N5 billion in Owerri in the next two years.

"We call on all serious investors, most especially those from Imo State, to heed the clarion call of Governor Ohakim, by coming to Imo to invest in the real sector of the economy", Onukwugha pleaded.
