According to The Wall Street Journal (page B4, 12/22/10), Halliburton has agreed "to pay $35 to the Nigerian Government to settle bribery allegations related to the construction and expansion of its Bonny Island natural-gas liquefaction facility". The newspaper also reported that the company "paid $579 to the U.S. government last year to settle similar allegations related to bribery in Nigeria".
Why the disparity in settlements?
Is it difference in laws regarding bribery in Nigeria and the U.S.A.?
Is bribery less a crime in Nigeria than it is in the U.S.A.?
Is human agency the difference?
