Independent National Electoral Commission
Brief History
The Independent National Electoral Commission - INEC is the body which is charged with conducting the 2011 General Elections in all the 36 States of the Federation and the Federal Capital Territory. The Commission is to ensure that the Elections are conducted in a free and fair manner, and is to announce the winners of all the elections which are carried out throughout the Federation. It was established to replace the erstwhile Electoral body – the National Electoral Commission of Nigeria (NECON). General Abdulsalami Abubakar's Administration established the current INEC, with Justice Ephraim Akpata as Chairman. Justice Akpata oversaw the 1999 elections which President Olusegun Obasanjo won.
After the death of Justice Akpata in January 2000, the administration of President Olusegun Obasanjo appointed Abel Guobadia to this position, this was confirmed by the Senate of the Federal Republic of Nigeria. Abel Guobadia was responsible for the 2003 General elections, President Obasanjo's administration was re-elected into power for another 4 year term.
Abel Guobadia however retired in June 2005 and was succeeded by Professor Maurice Iwu. Professor Iwu was responsible for the 2007 General elections which brought into power the administration of President Yar'Adua.
Professor Iwu vacated the office of Chairman on the 28th of April 2010, and was replaced on the 8th of June 2010 by Professor Attahiru Muhammadu Jega. Professor Jega is charged with the conduct of the 2011 General Elections.
The Officers
The Commission is made up of a Chairman and 12 National Commissioners.
THE CHAIRMAN
PROFESSOR ATTAHIRU JEGA.
Attahiru Jega was born on 11 January 1957 in Jega, Kebbi State. He attended Sabon Gari Town Primary School, Jega between 1963 and 1969 and proceeded to Government Secondary School, Birnin Kebbiand then was admitted into The Ahmadu Bello University Zaria's Bayero University College, Kano in 1974, graduating in 1979 with a Second Class Upper Division B.Sc. degree in Political Science.
He worked as a teaching assistant at Bayero University, then won a fellowship at Northwestern University, Evanston, Illinois in the United States (1981-1984) where he earned a PhD in Political Sciences. He returned to the Political Science Department in Bayero University in 1984 as a lecturer.
His appointments include Visiting Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos (March 1992 - March 1993), Visiting Research Fellow, Department of Political Science, University of Stockholm, Sweden (1994), Deputy Vice-chancellor (Academic), Bayero University (1995 - 1996) and Director, Centre for Democratic Research and Training, Bayero University (2000 - 2004). Jega was appointed Vice Chancellor of Bayero University in 2005.
He is a former President of the Academic Staff Union of Universities (ASUU), and was a determined opponent of the Babangida military government in the early 1990s. Jega was appointed a member of the Justice Mohammed Uwais Electoral Reform Committee, which submitted a report on 11 December 2008 with recommendations that included establishing commissions to deal with Electoral Offences, Constituency Delimitation and Political Parties Registration and Regulation. The committee also recommended proportional representation and that the INEC head should be appointed by the judiciary rather than the President.
Jega was appointed as the Chairman of INEC by President Jonathan in 2010.
NATIONAL COMMISSIONERS
Abdulkadir Sulaimanu Oniyangi
Dr. Oniyangi is among the first generation of medical doctors in Northern Nigeria. He rose in the Kwara State Civil Service to become the Secretary to the State Government in 1983-85. He was also a consultant to the University of Ilorin Teaching Hospital. After retiring from public service, he set up the Hassanah Memorial Hospital in Ilorin, where he is now the Chief Medical Director and consultant. Oniyangi is founding member of the Ilorin Development Progressive Union (IDPU).
Ambassador Ahmed Wali
Wali was born in Tambuwal Local Government Area, Sokoto State. He obtained a B.Sc in Management from Usman Danfodiyo University, Sokoto and an MBA from Ahmadu Bello University, Zaira. He was elected Senator for the Sokoto South constituency of Sokoto State, Nigeria at the start of the Nigerian Fourth Republic. After taking his seat in the Senate in June 1999, he was appointed to committees on Selection, Senate Services, Public Accounts, Defense and Federal Character. He was Senate Leader from June 1999 to November 1999, and Chair of the Senate Committee on Economic Affairs from 2000-2003. In January 2007 Wali was appointed Minister for the National Planning Commission, and Deputy Chairman of the Commission. Later he was appointed Ambassador to the Kingdom of Morocco.
Mrs. Amina Bala Zakari
Hajiya Amina was born on June 23, 1960. She graduated with a degree in Pharmacy from the Ahmadu Bello University, Zaria, in 1980, worked as senior pharmacist at the Ahmadu Bello University Teaching Hospital in 1984-1987, and was intern pharmacist at the CSV Pharmacy Hartsdale New York. She was with the International Drug Agency in Amsterdam, Netherlands, in 1997, from where she moved to the Afri-Projects Consortium as Senior Consultant and as Chief Pharmacist between 1997 and 2001. She was secretary in the FCT ministry from 2004-2007. Hajiya Amina attended the Harvard Business School, Cambridge, Massachusetts, United States, in 2007. Since 2008, she has been the Head of Consultancy at the Songhai Medical Centre, Abuja.
Dr. Chris Iyimoga
Dr Iyimoga is from Nasarawa State. Dr. Iyimoga was a Senior Lecturer in the Department of Theatre & Cultural Studies, Nasarawa State University, Keffi. He is a former Director of FCT Council for Arts & Culture. He heads the Estate and Works committee. He is responsible for buildings and management for INEC as well as the erection of new structures.
Dame Gladys Nne Nwafor
Dame Gladys Nne Nwafor was born on the 11th of August 1949. She is a graduate of Political Science from the University of Port Harcourt, Rivers State. As a certified teacher, she has put in 35 years of service, teaching in various institutions and has held several positions in Abia State Education Administration, the last of which was as Director of Universal Basic Education Board. She was a member of the Governing Council of Nnamdi Azikiwe University, Awka. She has been honoured with a Doctor of Letters (1996) from Evangel Christian University of America, Monroe Louisiana USA, and a Justice of Peace (JP) in her community.
Dr. Ishmael Jikiri Igbani
Dr. Igbani, who is from Rivers State, was Minister in the government of President Shehu Shagari in the Second Republic. He was a national commissioner at INEC for five years up till the time he retired in 2008. During his stint at INEC, Igbani served as Commissioner in charge of political party monitoring.
Professor Lai Olurode
A former Dean of Faculty of Social Sciences, University of Lagos, Prof Oludare has a bachelor's degree and a master's degrees in Sociology, as well as a bachelor's degree in Law. He got a PhD from the University of Sussex, Britain, in 1984. He was called to the bar in1991.
Col M. K. Hammanga (rtd)
Mr Hammanga is a retired Army Colonel and an Architect. He is from Adamawa State. Mr Hammanga takes charge of the Logistics and Transport Committee which has the onerous task of the acquisition of the sensitive (ballot paper and ballet boxes) and non sensitive materials. He is also responsible for the acquisition of all vehicles that will be used during the elections
Engr. (Dr.) Nuru Yakubu
Nuru Yakubu is the past Executive Secretary/Chief Executive Officer of the National Board for Technical Education, (NBTE), in charge of coordinating all aspects of Technical and Vocational Education in Nigeria falling outside the Universities. He has been the National Project Coordinator of the UNESCO-Nigeria Project for the Revitalisation of Technical and Vocational Education in Nigeria. From 1990 to 1996, he was Director of the College of Engineering of Kaduna Polytechnic and from 1996 to 2000, Rector of Kaduna Polytechnic. In addition he has served as Board member, National Directorate of Employment(NDE), Vice President, Council for the Regulation of Engineering in Nigeria(COREN), Member, Committee on the Future of Polytechnics and Colleges of Education in Nigeria, Member, National Implementation Committee on the Review of Higher Education in Nigeria; 1992-1993.
Phillip Umeadi Jnr.
Barrister Philip Etomike Umeadi, Jnr was born in October 1963 in Onitsha, Anambra State. He attended the University of Benin, and got a Bachelor of Laws Degree (LL.B) in 1990. He was at the Nigerian Law School, Lagos, in 1991. Before his appointment as INEC National Commissioner, Umeadi worked as a legal officer in Akure Local Government Area of Ondo State.
Mr. Solomon Adedeji Soyebi
He was born in April 1955 and hails from Ogun State. Soyebi has a bachelor's degree in Chemistry from the University of Ibadan. He served as a school principal in various schools for about 20 years before joining the Commission in 2003, where he has served at various times as Resident Electoral Commissioner in Osun, Abia, Akwa- Ibom, Cross River, Kano and Lagos states.
Mrs. Thelma Iremiren
Mrs. Iremiren, who hails from Delta State, is at the present the national legal adviser of the Niger Delta Women Forum. She was a director of CBN during the tenure of CBN governor Joseph Sanusi, and wasa Permanent Secretary at the Ministry of Internal Affairs in 2005.
In addition to the Chairman and the 12 National Commissioners, the Commission is also made up of Resident Electoral Commissioners for each of State of the Federation and the Federal Capital Territory, and also the Secretary to the Commission.
THE SECRETARY
Abdullahi A. Kaguama.
Abdullahi A. Kaugama was born in 1955 at Kaugama of Jigawa State. He obtained his NCE in Bio/AG at ATC ABU Zaria, and a Bsc. AG Business from Utah State University in 1984. He also obtained a postgraduate Diploma (PGDA) in Public Policy and Administration from Bayero University Kano and a Masters in Public Administration from the Usman DanFodio University Sokoto. Abdullahi A. Kaugama started his Federal Service Career with the then National Electoral Commission (NEC) as an Electoral Officer in Kano from March 1987 to Nov. 1992; he rose to become the Chief Personal Officer (NEC) Jigawa till April 1994. In April 1994 he was appointed the Chairman of Kaugama Local Government Care-Taker Committee, a position he held from 1994 to April 1996. In 1996, he was back at the defunct NECON Jigawa State as a Chief Personal Officer till September 1998 when he became the Administrative Secretary. He became a Deputy Director (Personnel Management) at INEC Headquarters Abuja in September 2001 and in March 2003 he was drafted to Sokoto State INEC office as the Administrative Secretary. December 2003 saw him in INEC Katsina State as the Administrative Secretary Between January 2004 and April 2004; Abdullahi Kaugama was Deputy Director (Admin and Human Resources) at INEC Headquarters Abuja from May 2004 to March 2005. He was appointed the acting Secretary of the Commission in 2007.
