this is the wiki introduction to the icc:
The United States is not a participant in the International Criminal Court (ICC). The ICC is a permanent international criminal court, founded in 2002 by the Rome Statute of the International Criminal Court (Rome Statute) to "bring to justice the perpetrators of the worst crimes known to humankind – war crimes, crimes against humanity, and genocide", especially when national courts are unable or unwilling to do so.[1]
As of September 2012, 121 states are members of the court and 32 countries have signed but not ratified the Rome Statute.[2] Other countries that have not signed or ratified the Rome Statute include India, Indonesia, and China.[2] On May 6, 2002, the United States, in a position shared with Israel and Sudan, having previously signed the Rome Statute, formally withdrew its intent of ratification.[2]
Positions in the United States concerning the ICC vary widely. The Clinton Administration signed the Rome Statute in 2000, but did not submit it for Senate ratification. The Bush Administration, the US administration at the time of the ICC's founding, stated that it would not join the ICC. The Obama Administration has subsequently re-established a working relationship with the court.[3]
in the absence of an international court, we have only power/war/relations of force. most countries have joined. it is a sign of human failures to imagine a better world that has kept the u.s. and other stupid countries from joining.
we live w power ruling or try for a juster world for our children

Therein lies the problem with international hypocrisy. If the ICC was a good idea, every country would belong to it. If it is not a good idea for some countries why should it not be same for a few more. The court seems to specialize in genocide and other mass killing cases committed by governments and leaders in their own countries.. What about genocide and other mass killings committed by government and leaders outside their countries? Mugabe's suggestion may be driven by self-interest but the hypocrisy of some great powers set the stage for him to be ingenious. Any country that refuses to belong to the ICC should not use the court as a foreign policy tool in the advancement of herself interest. oa -----Original Message----- From: usaafricadialogue@googlegroups.com [mailto:usaafricadialogue@googlegroups.com] On Behalf Of Emeagwali, Gloria (History) Sent: Sunday, February 01, 2015 3:50 PM To: usaafricadialogue@googlegroups.com Subject: RE: USA Africa Dialogue Series - New AU chairman Robert Mugabe says Africa must pull out of the ICC seconded by Uhuru The US refuses to join because its politicians are above international law- a certain exceptionalism. So I guess African countries can claim the same. It would have been nice to have all countries in the world submit to an impartial court. I agree. GE History Department CCSU. New Britain. It must be on the agenda of next AU Summit in June in South Africa, said Mugabe who is also the President of Zimbabwe. President Mugabe spoke during the closing ceremony of the 24th AU summit which ended in Addis Ababa, Ethiopia on Saturday. Mugabe proposal came on the heels of yet another initiative by the AU member states to establish an African Court of Justice and Human Rights to handle African cases currently referred to the ICC , at the Hague, Netherlands. President Uhuru Kenyatta earlier said the establishment of the proposed African Court of Justice and Human Rights is now unstoppable and announced Kenya's commitment of one million dollars for the new judicial institution. The President said Africa is poised to establish a broader African transitional justice policy framework and an African Court of Justice to handle all criminal cases from Africa currently referred to the International Criminal Court (ICC) at the Hague, Netherlands. The Head of State said he has already signed the Malabo Protocol on the African Court before the necessary instruments are transmitted to parliament for ratification. http://www.the-star.co.ke/news/new-au-chairman-robert-mugabe-says-africa-must-pull-out-icc-uhuru-pledges-million-dollars. __._,_.___ ________________________________ Posted by: chifu2222@gmail.com<mailto:chifu2222@gmail.com> ________________________________ Reply via web post<https://groups.yahoo.com/neo/groups/Mwananchi/conversations/messages/169264;_ylc=X3oDMTJyOWZmaGFlBF9TAzk3MzU5NzE0BGdycElkAzI0OTg4NjIEZ3Jwc3BJZAMxNzA1NDQ0NDg3BG1zZ0lkAzE2OTI2NARzZWMDZnRyBHNsawNycGx5BHN0aW1lAzE0MjI3NzEyMTk-?act=reply&messageNum=169264> • Reply to sender <mailto:chifu2222@gmail.com?subject=Re%3A%20New%20AU%20chairman%20Robert%20Mugabe%20says%20Africa%20must%20pull%20out%20of%20the%20ICC> • Reply to group <mailto:Mwananchi@yahoogroups.com?subject=Re%3A%20New%20AU%20chairman%20Robert%20Mugabe%20says%20Africa%20must%20pull%20out%20of%20the%20ICC> • Start a New Topic<https://groups.yahoo.com/neo/groups/Mwananchi/conversations/newtopic;_ylc=X3oDMTJlOTM0MmhtBF9TAzk3MzU5NzE0BGdycElkAzI0OTg4NjIEZ3Jwc3BJZAMxNzA1NDQ0NDg3BHNlYwNmdHIEc2xrA250cGMEc3RpbWUDMTQyMjc3MTIxOQ--> • Messages in this topic<https://groups.yahoo.com/neo/groups/Mwananchi/conversations/topics/169264;_ylc=X3oDMTM4NDRuMmV0BF9TAzk3MzU5NzE0BGdycElkAzI0OTg4NjIEZ3Jwc3BJZAMxNzA1NDQ0NDg3BG1zZ0lkAzE2OTI2NARzZWMDZnRyBHNsawN2dHBjBHN0aW1lAzE0MjI3NzEyMTkEdHBjSWQDMTY5MjY0> (1) Join us at Mwananchi an African Forum at http://www.yahoogroups.com/group/mwananchi Visit Your Group<https://groups.yahoo.com/neo/groups/Mwananchi/info;_ylc=X3oDMTJlMGFxMmFqBF9TAzk3MzU5NzE0BGdycElkAzI0OTg4NjIEZ3Jwc3BJZAMxNzA1NDQ0NDg3BHNlYwN2dGwEc2xrA3ZnaHAEc3RpbWUDMTQyMjc3MTIxOQ--> <https://groups.yahoo.com/neo;_ylc=X3oDMTJkMDA3OWZvBF9TAzk3MzU5NzE0BGdycElkAzI0OTg4NjIEZ3Jwc3BJZAMxNzA1NDQ0NDg3BHNlYwNmdHIEc2xrA2dmcARzdGltZQMxNDIyNzcxMjE5> • Privacy<https://info.yahoo.com/privacy/us/yahoo/groups/details.html> • Unsubscribe<mailto:Mwananchi-unsubscribe@yahoogroups.com?subject=Unsubscribe> • Terms of Use<https://info.yahoo.com/legal/us/yahoo/utos/terms/> . __,_._,___ -- Listserv moderated by Toyin Falola, University of Texas at Austin To post to this group, send an email to USAAfricaDialogue@googlegroups.com<mailto:USAAfricaDialogue@googlegroups.com> To subscribe to this group, send an email to USAAfricaDialogue+subscribe@googlegroups.com<mailto:USAAfricaDialogue+subscribe@googlegroups.com> Current archives at http://groups.google.com/group/USAAfricaDialogue Early archives at http://www.utexas.edu/conferences/africa/ads/index.html --- You received this message because you are subscribed to the Google Groups "USA Africa Dialogue Series" group.
