i also had in mind, when i cited the admirable figure of rulers who
accepted transition, stepping down, nyarere, and, now that i think of
it, for which he was most highly praised, as if it mattered most,
mandela. but of course, it shouldn't be such a big deal; it should be
normal.
i've always been told that habyarimana was a pretty decent ruler when he
came to power. after 20 years, and owing his longevity to this or that
party, he acceded to antidemocratic rule.
moses has written intelligently about us seeking to craft some system
that works better than winner-take-all, and i agree the manner in which
people can express their voice in constructing a democratic rule need
not take only one form.
but the balance of power, in today's world, is undone when one ruler,
one clique, stays in power indefinitely, . leading to the unseating of
democratic procedures, and inevitably, representative government.
