of course, once an exceptionalism is claimed, the universal principle is
wrecked. the u.s. doesn't want its soldiers to be held accountable to
non-u.s actors, the attitude of an imperial power. african nations do
not have the power of imperial nations, and seek an exceptionalism for a
local power, a local ruler whose own abuses of power he or she doesn't
want to be held accountable for. that means, since an outside judicial
court can't be used, since a local ruler can snub his nose at a court
that lacks powers of enforcement, that the ruler will be have to be held
accountable by the next ruler. thus mugabe or kagame or kabila or
nkurunziza etc will try to hold on to power forever. even nixon tried to
change the 2-term rule when he was riding high, before watergate.
the truly admirable presidents then would be those who respected the
constitutional process and acceded to the requirement to step down.
diouf, over wade who tried t circumvent it with his son. isn't the
nigerian model of this refusal the babangida refusal to accept the
election of abiola? and all the nightmare that followed.
