Greetings to you all in the New Year! Silver and gold have I none...but words of affection are plenty, from me to you.
Today is also my birthday and if you are considering a gift, here is what I want:
1. Civility: do not insult anyone, either directly or indirectly. Supply your arguments, and let it rest there.
2. "Tribalism": Create your own "tribal list" and do your insiders' talk, even plan your wars if you want one, but there are some of us who think beyond this, who see all individuals as humans and citizens, who want everyone to live well and in peace. If you want only your "tribal fellow" to be the center of your life, generate your own list, leave this list, and respect some of us.
3. No private email to me: Due to declining energy, it has become difficult for me to be replying private notes. I receive almost 200 E-mail messages on a daily basis, and replying to them all, which I do, has taken a heavy toll on me. I am in good health, but there is no more high energy level to sustain many activities. I wont be replying to private email messages regarding the dialogue other than on subscription matters. No more such things as "why did you reject the post" or messages from me for you to re-write certain portions.
4. No anti-this or anti-that: There is no need to be anti -Islam, anti-Hutu, anti-Zuma, anti-this, anti-that. Give us ideas; tell us how to translate the ideas into practice; if you criticize Africa or a government, tell us how you will do things differently.
5. Exaggerations: Caution is needed. I have declined posts that say 1000 Igbo were killed at Onitsha; 400 Hausa traders were killed at Aba. A reasonable person must not say something that is not correct and one that could let mobs organize to kill others. One time, I panicked over this kind of information, calling people all over the country to prevent conflict. It turns out that the postings are not correct. Exercise caution.
6. Armchair Diasporans: Many Africans abroad are now to be counted as among the enemies of Africa. You cannot be enjoying the comfort of your London or New York home and be talking about creating wars and conflicts in your places of birth, be abusing people who struggle to survive; traders who parade their wars; suffering poor, etc. If you cannot contribute to their lives and struggles in positive ways, just watch television in your private homes and let them live their lives in peace.

While a case is pending before a tribunal, the President should keep his
comments and opinions to himself. Such comments are inappropriate and will
be considered political interference. It is never appropriate for
high-ranking political leaders to make public comments or make known their
opinions about cases that are pending before a tribunal--the *appearance*
of bias on the part of a high-ranking official is enough to derail the
proceedings of a tribunal.

The newly-approved pricing template for PMS (petrol) effective today
January 1, till March 31, 2016, as provided by PPPRA is presented below.
Due to a lower cost + freight C+F (N65.50 per liter) of the imported
product, we actually find a reduced Expected Open Market price of N85.10
per liter (rather than N86.29 previously predicted). Hence, with a fixed
retail price of N86.50, an over-recovery of N1.40 per liter is obtained,
with no subsidy necessary.
By keeping the band of intervention to N87-97 per liter, if all other costs
are kept constant, then the C+F component would have to rise by N11.90 per
liter (or by almost 18%) for any other intervention to be contemplated
before March 31. Even at that, some other negotiable or fixed costs can
still be adjusted.
One hopes and trusts that in 2016, our government will concentrate on:
(1) monitoring the 124 fuel depots rather than hounding the thousands of
petrol stations nationwide;
(2) monitoring the NNPC petrol stations, since these are government
entities
(3) not instituting the announced retail price differential between the
NNPC stations (N86 per liter) and non-NNPC stations (N86.50 per liter) to
eliminate ANY potential tendency for arbitrage - ie buying at an NNPC
station and selling at some other stations.
(4) getting our four refineries to work either under private or public
steam, so as to pump as much as 32 millions per liter on a daily basis into
our PMS stream. Even a ramping up from current 20% (?) to 50% to 90% will
make a big difference.
(5) fast-tracking the on-streaming of other private refineries - both
large (eg Dangotes) and small (eg the many mini-refineries long in the
cards.)
(6) improving the fuel (oil and gas) delivery network - from crude
field to refinery, from refinery to depots, from depot to depot, from
depots to petrol stations,etc. These must be integrated via
enhancedly-secured pipelines, increased-path rail and less trucking (which
clogs our roadways.)
With a focused and disciplined leadership, these can be achieved.
So we look forward to a Rising Nigeria in 2016, despite all the challenges.
Let us Keep Hope Alive, and keep the wet blankets, the wailing wailers, the
sky-is-falling-ers, in check.
And there you have it. There is much work to be done elsewhere.

A Budget Bill indicates the intentions of the Executive; an Act (a Bill
signed into Law) is a compromise between the Executive and the Legislature.
I present below compiled information of those of 2015 and 2016. Major
increases and decreases are discernible therein, and need little comment.
Finally, we welcome the extension of the financial year 2015 to March
2016...that gives us in the MDAs a little more time to spend the 2016 money
given to us on Christmas eve, rather than it being mopped up on January 1
as in the previous years!

President Muhammadu Buhari has assented to the 2015 Supplementary
Appropriation Act just as he extended the 2015 financial year to March 31,
2016.
The implication of the extension is that the 2015 budget would be effective
till March 31, 2016, after which the implementation of the 2016 budget can
begin.
The supplementary appropriation bill of N465.64 billion, which the
president submitted to the National Assembly, on November 8 for
consideration, was passed by the latter on Tuesday,December 22, before it
embarked on the on-going break.
Senior Special Assistant to the President on National Assembly Matter
(Senate), Senator Ita Enang, who disclosed this in a terse press
statement,Friday, in Abuja, however, did not state the day the president
acted on the supplementary appropriation act document.
Enang said he decided to issue the statement in view of several enquiries
and calls by legislators,institutions and other relevant bodies.
The statement, tagged: "2015 Appropriation Amendment Act assented to",
read: "Further to several enquiries and calls by legislators,
institutions,et al on the subject, we deem it appropriate to issue this
release. "His Excellency, Muhammadu Buhari,GCFR, President, C-in C- has
assented to the 2015 Appropriation Amendment Act passed by the National
Assembly."
It will be recalled that Buhari had submitted the appropriation bill along
with a request to borrow N2.103 trillion for the financial year, 2015. He
expected that a deficit arising from the above would be financed by
additional borrowing of N1.601trillion through the debt management office.
In a letter to Senate President, Dr Bukola Saraki, President Muhammadu
Buhari had said the supplementary budget would be predicated on oil
production of 2.2003 million barrels per day, with benchmark price of $48
per barrel and an exchange rate of N190 to $1.
The breakdown of the supplementary budget shows that N413.36 billion would
be for fuel subsidy payment while N10.62 billion was earmarked for the
payment of outstanding severance gratuity and allowances of outgone and
incoming legislators and legislative aides.
Also, the fight against Boko Haram in the North-East code named "Operation
Zaman Lafiya" has been billed for N29.96 billion for the third and fourth
quarters of 2015.<br />
President Buhari, in the letter, recalled that the 2015 budget was
predicated on oil production of 2.2782million barrels per day, benchmark
oil price of $53 per barrel and an exchange rate of 190 to $1.
Based on these key assumptions, the following fiscal budget was projected:
FGN budget revenue N3.452 trillion, made up of share of oil and minerals
revenue- N1.645trillion; share of non oil revenue, N1.215 trillion; FGN
Independent revenue, N489.3 billion.
Federal Government's aggregate expenditure was estimated at N4.485
trillion, comprising statutory transfers,N354.34 billion; debt service,
N953.6 billion; recurrent non-debt (personnel costs), N1.828 trillion;
recurrent non debt overhead, N791.2 billion; capital expenditure, N536.6
billion.
In the letter, President Buhari noted that "the implementation of the
FGN2015 budget has been fraught with significant revenue shortfalls due to
continuous decline in oil price, oil production shortfall and non full non
oil revenue.
"You may wish to further note that owing to the need to sustain the current
progress in addressing the security challenges and other important
obligations of government, emergency expenditure items required urgent
funding is projected at N465.64 billion
"Given this new level of expenditure and revenue constraint, the 2015
budget, which has a projected fiscal deficit of N1.041 trillion or 1.09 per
cent in GDP, with the deficit largely financed by the domestic borrowing of
N502.1 billion and foreign borrowing of N380 billion, making a total
borrowing amounting to N882.12 billion."
According to President Buhari, the expected deficit arising from the above
is projected at N2.103 trillion or 2.19 per cent of GDP would be financed
by additional borrowing of N1.601 trillion through the Debt Management
Office. -Vanguard.

I hate to end my year here with a sad note, but I really fear for Nigeria. I especially feel bad for Nigerian youths; they are taking the brunt of the hell that is today's Nigeria. I think of #OccupyNigeria and the recently concluded elections and the energy young Nigerians put into trying to force meaningful change and my heart breaks at the result. These are perverse returns on their investments. Nigeria is firmly in the grip of old men with ossified ideas who unfortunately wield enormous influence and it doesn't look like things will change any time soon. It is not easy to be on the ground in Nigeria and be courageous. That would not be wise. Certainly not in Buhari's increasing Gulag sanctioned by intellectuals.
This dysfunction is in every institution. The arts, especially literature has caught the bug. There are really two competing camps in indigenous Nigerian literature; (a) the older writers (50 and up) who control the purse strings and access to corridors of power (and funding) and who can cut you off at the knees if you try to be uppity, they control the fortunes of the (b) young folks who essentially have nothing, but who write the best, most contemporary and innovative works out there, basically out of nothing. Many of them have nothing but themselves and their peers to work with. The best of them have to hang on to the apron strings of powerful older writers, who even if they are now in the winter of their writing lives, writing nothing of much importance, are still powerful. You cross them at your literary peril. The NLNG prize is controlled by the elders and young folks can just pray to get something out of it, This year, the NLNG prize was unceremoniously canceled, with no explanation as to what happeend to the money. It costs $1 million annually to run that show. When this happened, there were a few murmurs and then silence. No one wants to get in trouble with anyone, who wan die?
It gets worse. Nigeria's 2015 budget has a line item that offers $1 million to the "Pan African Writers Association" based in Ghana. No one seems to know much about them and no one is talking. Why would Nigeria spend $1 million on such an organization when our youngsters are funding beautiful events with their spit, why? This is why I get angry and go on and on. Because we are not nice people. We say all the right things and we join our traducers to do all the wrong things. Nobody ever gets held accountable, no one. Those who put that $1 million in that account will hold their peace until someone yells at Ikhide to stop disturbing the peace. We are Nigerian writers and thinkers. We are the problem. I have said my own.
