IYC BLAST ROTIMI AMAECHI COMMENDS IBE KACHIKWU
The Ijaw Youth Council (IYC) Worldwide condemns the reckless and false comments made by the Minister of Transportation, Mr. Rotimi Amaechi about the establishment of the Maritime University, Okerenkoko and negotiation with Niger Delta militants at a town hall meeting organized by the federal government at Uyo, Akwa Ibom State on Monday, June 13, 2016. However, we strongly commend the pro-Niger Delta position taken by the Minister of Petroleum Resources, Mr. Ibe Kachikwu. At the said meeting, Mr. Amaechi falsely stated that Nineteen Billion Naira was used to acquire an empty plot of land for the establishment of the Maritime University, Okerenkoko and that he is not part of negotiation with militants in the Niger Delta region. Mr. Amaechi's comment about the acquisition of land for the setting up of the Maritime University, Okerenkoko is completely untrue, totally wrong and deliberately made to justify his unpopular and anti-Niger Delta opposition to the establishment of the Maritime University.
For the purpose of records, we wish to state the facts relating to the Maritime University as follows:
- The permanent site of the Maritime University is at Okerenkoko town in Gbaramatu Kingdom, Warri South West Local Government Area and the land for this site was acquired from the Okerenkoko Community at an amount less than Two Billion Naira.
- After work commenced at the permanent site, the Federal Ministry of Transportation approached Chief Government Ekpemupolo who owned a diving school at Kurutie, another community in Gbaramatu Kingdom to acquire his private diving school to be used as temporary site for the Maritime University.
- It is important to note that this Diving school at Kurutue was an existing school with state of the art facilities and structures completely built. In response to the request of the Ministry of Transportation, Chief Ekpemupolo did his own valuation and arrived at about Fifteen Billion Naira, while the Ministry of Transportation did its own valuation and arrived at Thirteen Billion Naira. The completed diving school was then sold to the Federal Ministry of Transportation at the valuation done by the ministry.
- Therefore, it is deliberate mischief for Mr. Amaechi who is now the Minister of Transportation and has access to all relevant documents to claim that land for the Maritime University, Okerenkoko was acquired at nineteen billion naira to justify his unreasonable and unpopular opposition to the establishment of the Maritime University, Okerenkoko. The land for the university was acquired for less than Two billion naira contrary to Mr. Amaechi's claim. It was the temporary site, which is a completely built up land with structures and world class facilities that was acquired for about thirteen billion naira, which again is far less than Ameachi's nineteen billion naira claim.
- The IYC is of the strong view that Mr. Amaechi is aware of the facts but only deliberately misrepresenting facts to justify his anti-Niger Delta position.
- We strongly condemn Rotimi Amaechi's anti-Niger Delta position and commend the Minister of Petroleum Resources, Mr. Ibe Kachikwu for standing with the people of the Niger Delta region and endorsing the development of the Niger Delta region. Mr. Kachikwu clearly demonstrated to the world that he is a worthy son and representative of the Niger Delta people.
- It is surprising that Amaechi who opposed former President Jonathan for not developing the Niger Delta region is now leading efforts to undo the Niger Delta region in the present administration.
- We wish to also state that Amaechi's opposition to negotiation as a way out of the renewed militancy in the Niger Delta region shows that Amaechi is against the success of the Buhari administration. The IYC know as a fact that it is some top federal officials and party chieftains of Niger Delta origin in the Buhari administration like Amaechi who are against negotiation with militants and stakeholders that are frustrating government efforts to resolve the present hostilities.
- We call on President Buhari to completely disregard the claims of Mr. Amaechi on the Maritime University, Okerenkoko and on moves to settle the renewed militancy in the Niger Delta region. Amaechi's position is not in the interest of the federal government.

Ziakede Patrick Akpobolokemi, the director general of the Nigeria Maritime Administration and Safety Agency (NIMASA), said in a statement signed by Isichei Osamgbi, deputy director, public relations, that the President Jonathan will also flag off construction works on the proposed NIMASA ship building yard that would also be sited at Okerenkoko.
The NIMASA boss stated that the Nigeria Maritime University, which is expected to commence its first academic session at its temporary site in Kurutie in September, would provide the human capacity required for the maritime sector in addition to serving as a research and knowledge centre for both cadets and other maritime operators. The shipyard, which is expected to build and maintain various sizes of vessels, is also expected to complement the objective of manpower development by providing opportunity for cadets studying Naval Architecture to have practical experience.
"The dearth of human capacity in the maritime sector occasioned by inadequate maritime training institutions in Nigeria was a major reason that influenced the decision of the National Assembly to endorse the recommendation of NIMASA to establish a maritime university," Akpobolokemi said.
According to him, the establishment of Nigeria Maritime University is in furtherance of the agency's effort to building local capacity in the maritime sector and ultimately for the export of manpower.
"The current Nigerian Seafarers Development Programme (NSDP) of NIMASA has graduated 51 cadets, while about 2,505 officers and ratings are undergoing various maritime academic programmes in reputable institutions in Philippines, Egypt, India, Romania and the United Kingdom."
It would be recalled that the agency has also sponsored Maritime Institutes in four Nigerian universities – University of Lagos; University of Nigeria, Nsukka; Niger Delta University, Amasoma, Bayelsa State; and Ibrahim Badamasi Babangida University, Lapai, Niger State; while the Maritime Academy of Nigeria, Oron continues to enjoy funding from NIMASA even outside the statutory funding requirement as enshrined in the NIMASA Act 2007.

Rotimi Fasakin:Please let us get this right: The Maritime University DOES not fall under your namesake Rotimi Amaechi's ministry, neither would it fall under Kachikwu's ministry if it became a Petroleum University. Rather, it falls under the Ministry of EDUCATION, under the direct supervision of the National Universities Commission.It is this CONFUSION of functions and missions that is part of the problem in Nigeria, where you find various MDAs doing what is above and beyond their missions, using money that they should have turned over to the Consolidated Revenu Fund, money which they then retain and use as "Corporate Social Responsibility (CSR)". Who, for example, is the Central Bank competing with "socially" for it to be committing hundreds of billions of dollars to funding universities and schools and programs all over the country, when that should be part of the money turned over? When there is the Ministry of Education there, or the Education Trust Fund? The very mentality you expressed here was the same mentality displayed by Yoroba delegates to every conference that could have avoided the civil war in 1967. In every instance, Yoroba delegates talked tough to Eastern Region's delegates and set up agenda that provoked any calmness already achieved. Because of Yoroba's dubious roles in the conferences, the East decided to eventually discontinue any further talks -- it was obvious that Yoroba was cunningly sabotaging peace efforts.Chibuike Amaechi, not out of malice or cunningness but out immaturity, almost pulled off the notorious Yoroba noisy tough talking of 1967. There were both out of line.
After all, there is a Federal Petroleum University at Effurun, less than 100 miles from Okorenkoko, in the same Delta State. There is a Federal Maritime College which has been approved for University-ship in Akwa-Ibom, just two states away. If you ask me, with the existence of at least one federal university now in each state, not a single more federal university should be created in that Nigeria.
Okerenkoko deserves development - but why must it be a university?
