Profile of Professor Tunji Olaopa
Professor Tunji Olaopa, a University of Ibadan trained political scientist, retired Federal permanent secretary and professor of public administration, is currently Directing Staff at the National Institute for Policy and Strategic Studies – NIPSS, Kuru, Jos, Plateau State. He is founder and Executive Vice-Chairman, Ibadan School of Government and Public Policy – ISGPP, Bodija, Ibadan
Olaopa joined the Federal public service in 1988, and in 1992, joined the mainstream civil service as speech writer and chief policy analyst, Office of the President, Aso Villa, Abuja. As career bureaucrat, Olaopa served the Federal Government in various capacities, including:
- Chief Research Officer, Presidential Advisory Committee – PAC, The Presidency (1993 – 1994)
- Deputy Secretary/Desk Officer Ayida Reform Panel White Paper Committee and Report Implementation, OSGF, The Presidency (1994 -1995)
- Assistant Director, Vision 2010 Secretariat, Economic Affairs Office, The Presidency (1996 – 1999)
- Coordinator, Education Strategy Team/Deputy Director and Head of Policy Division, Federal Ministry of Education (1999 – 2002)
- Deputy Director/Technical Head, Public Service Reform Strategy Team, Management Services Office – OHCSF, The Presidency (2002 – 2003)
- Director of Programmes, Bureau of Public Service Reforms (BPSR), The Presidency (2003 – 2006)
- Director, Reform and External Linkages/Special Adviser to the Head of the Civil Service of the Federation (2006 – 2010)
Professor Olaopa was appointed permanent secretary on the 15th of December, 2010, and he served in five (5) MDAs namely, Career Management Office, State House; and Federal Ministries of Labour and Productivity, Youth Development and Communication Technology. He retired from the Federal civil service in November 2015. He was member, Technical Working Group (TWG) that developed the continental public service reform strategy, and recently served as Chairman, TWG of the Federal Ministry of Finance, Budget and Planning on Education and Human Capital Development ERGP successor National Development Plan, among others
As researcher, trainer and prolific writer, Professor Olaopa has authored fifteen (15) major books, and dozens of monographs, articles in peer-reviewed journals and several essays, chapters and articles in conference proceedings.
A member of the Governing Councils of both the First Technical University, Ibadan and Lead City University, Ibadan, Prof. Olaopa is a recipient of many honours and awards including the 2012 Dr. Kwame Nkrumah African Distinguished Public Service Order of Merit Award; the 2015 National Productivity Order of Merit (NPOM) Award; Fellow of the Institute of Strategic Management, Nigeria; University of Texas at Austin's Thabo Mbeki Award for Distinguished Public Service and Scholarship in 2018, University of Ibadan 70th Anniversary Lifetime Achievement Award in 2018, among others.
Prof. Olaopa is married blessed with three children and grandchildren.
