USA Africa Dialogue Series - How teachers in Africa are failed by mobile learning

You've no doubt heard of the mobile phone revolution sweeping Sub-Saharan Africa — perhaps mobile money transfer, or mHealth. The hope is that mobile technologies will transform lives by improving health, education, finance and women's position in society.

When was the last time you heard the voice of teachers from Sub-Saharan Africa extolling the virtues of mobile phones in education? My concern is that some people use the problems with education systems to justify excluding teachers from the design and development of mobile learning interventions. Teachers' voices are marginalised. And mobile operators association GSMA (to take just one example) characterises the teaching profession in a way that divorces it from progress and innovation.

USA Africa Dialogue Series - Trends in Telecommunication Reform 2013: Transnational aspects of regulation in a networked society

The annual Trends in Telecommunication Reform publications are a key part of the dialogue with the world's information and communications technology (ICT) policy-makers and regulators to ensure that all citizens can safely benefit from innovations taking place in the market leading to new applications, services and businesses opportunities brought by a converged digital environment.

The 13th edition will examine transnational aspects of regulation in a networked society and provide a sound understanding of the digital ecosystem in place and the role of regulation. To fully participate in today's networked society and be part of tomorrow's hyper-connected digital world, policy makers and regulators need to adopt and implement appropriate policies and means to further safe digital opportunities and inclusion of all. Implementing their digital strategies requires them to cooperate on national, regional and global scales to understand the changes taking place in the market, and adopt innovative regulatory measures and tools.

USA Africa Dialogue Series - Citizen Engagement in Public Policy Making Process in Africa: The Case of Botswana

This article is a documentary and historical analysis of the experience of Botswana in citizen engagement in the public policy making process before and during the administration of President Festus Mogae that ended in April 2008. Public policy making in many African countries has long been dominated by a 'top-down approach' which is a hangover from either the long period of military dictatorship in many of the countries or from the authoritarian one-party system in some of them.

Many existing participatory mechanisms only provide symbolic forms of participation. However, Botswana to a large extent is an exception as decentralized planning is a priority in the governance process with its citizen engagement process rooted in the consultative framework of traditional 'kgotla' democratic system of governance. Although active participative form of citizen engagement is yet to be fully achieved, Botswana's existing citizen engagement mechanisms are no doubt a model for other African countries to emulate.
