This report reviews developments in wholesale interconnection rates for mobile wireless telephony service in the OECD area (Mobile Termination Rates or MTRs). There have been considerable changes in these rates and, in some countries, the role regulatory authorities play in how these charges are set. In these countries, particularly those with the calling party network pays (CPNP) system, regulators have increased their role over time.
