this is one of the signal, great accomplishments of the human rights community, including my friends in amnesty international, who have lobbied for it for more than 15 years. it isn't a question of democracy, but the arms industry that fought tooth and nail to keep any constraints on transferring weapons, even to the most diabolical militias on earth. they fought against this successfully in the bush administration, keeping us from arguing against the flow of small arms into africa where militias blithely bought anything they wanted, and slaughtered women and children with their automatic weapons, purchased with blood diamonds and gold and timber etc
toyin, this is an occasion for full-scale celebration, for dancing. and for pressuring the u.s. senate, which has still balked at signed un conventions against landmines, child rights, and a million other decent things, to sign. the u.s. wants to rule the world without being held accountable before international instruments, like the i.c.c., which it also doesn't recognize. it is a one-way street, the complaint we have heard on this list a thousand times over.
for once, then, a positive development. be happy!
