However, I happened to be browsing through this old (2012) paper just now, came
to this section, and realised it might add another few bits of substance and thought 
To the important ongoing debates, … and save me the bother of scribbling it up. (See below)  
The paper, was entitled, "Evolving African Governments that Work:  
Research, Development and Future Horizons". It was subsequently published (2014) 
by a brave Nigeria journal/ JIPAD.

… Without informed, public-spirited Leadership, any state is in trouble—as we 98ers in the Western world are currently learning in graphic and devastating terms. The West/ developed world has over the years heaped criticism and vilification on many Africa leaders. Given recent events in the heart of the Western world—with emphasis on gigantic frauds and scams which have brought most of the world’s developed economies to the brink of bankruptcy; and with the issues still far from resolved (Banks Bailout, 2009-11)—the West would do well to put its own house in order, before pointing the finger and pontificating on the behavior of others.

However, it is nevertheless clear there have been, and are, serious problems with Africa leaderships. One could hedge it round with pretty words, but the root of it is that most new Africa leaders have regarded public treasuries as personal piggy-banks. This of course is nothing new—and Swiss, British, American/ Western bankers and investment interests, have been happy to provide “safe keeping” for funds passed to them. In times past, the crowned heads, the sacred personages of many Africa rulers, amassed as of “divine right,” huge amounts of wealth. It was, for instance, an endemic problem with Yoruba rulers of old; a problem which brought many a ruling Oba to an untimely end, while plunging the affected folk into prolonged periods of breakdown and dys-function. (Akintoye, 2010)  Some suggest that current problems in the old West (Region)—traditional homeland of the Yoruba people—and Nigeria as a whole, derive from old Yoruba habits which die hard.

Thus, “self-aggrandisement,” and “acquisition of wealth” has an established place in custom of most Africa folk. However it is one thing for a few chiefs, sacred embodiments of their peoples, and their immediate officials to engage in this custom. It is quite another where a large number of modern Africa leaders, politicians, officials, from top to bottom of administrative and often business/ commercial hierarchies, feel it is their “divine” or legitimate right to behave in the same way. …

This, briefly, is what has happened. Inevitably, urgent needs of impoverished 98ers are of distant secondary concern—hence the continuing lucrative market for international Aid agencies. Most Africa leaders, beyond election times, feel little or no responsibility for attending to the needs of their own folk. They can see the money sitting there in the public treasury. It is tempting. Though there are now laws, and there is risk, there is nothing to stop the determined minister or official. It is, after all, established behaviour. “Everyone’s doing it.” (Uwaifo, 2001)  It will not be diminished easily, or overcome quickly. 

It may be that alteration in this behaviour will come only when public treasuries run dry. There is, however, little sign of this in the next 50 years. Africa’s bounteous resources are in big demand; now as much, arguably more, from the East (China and India), as from old and some new trading partners in the West.

While recognising therefore that there is likely to be little movement away from severe “exclusive and extractive” forms of Africa governance in the immediate future, a review of literature relating to existing forms of modern Africa leadership—autocratic/ oligarchic/ participant/ democratic—would provide a useful and instructive start. Thereafter, studies drawing on guidance afforded by this review, could focus on field research and library information which could enable measures of the effectiveness of each of these styles of Africa leadership to be established. The researcher’s attention could perhaps most usefully focus on: securing order and stability; encouraging social cohesion; and stimulating economic activity at different levels of the polity—these being but three from a range of variables that the researcher may choose to investigate.

Once having established the general effectiveness—strengths and weaknesses—of these styles of modern Africa leadership, the platform would be in place from which to move down into the roots of Africa leadership in the conduct of indigenous governance. In this way, the extent to which traditional ways conform with “emphatic elements” identified in the different styles of leadership indicated above, could be established. Comparisons could be undertaken.

A large part of the problem of working with Western/ Developed world scholars and researchers is that most bring their “baggage” with them. (Vickers, 2009: pp.597-99)  “Autocrat” and “oligarch,” for instance, have a pejorative ring in the ear of the ordinary Westerner. In certain Africa state contexts, however, these words may reflect a form of leadership long operative, demonstrably effective, hence fully acceptable and legitimate. By the same token, “democratic” and “participant” which have a ring of approbation in most Western ears, may be rather more reservedly regarded by Africa 98ers, who observe with dismay the damage and devastation, that “freedom and democracy” and “one man one vote” have wreaked upon their lives, (Vickers, 2012: pp.2-3) their cultures and their lands.

Thus, as with Africa constitutions; research following similar lines—searching out, revealing, measuring and comparing indigenous Africa features/ elements in modern styles of Africa leadership—may provide materials which also can assist in moving leadership more fully onto the Africa road. The key point relating to all these research undertakings, is of course, to probe/ explore/ reveal the Africa spirit and content of these core areas/functions relating to modern governance; and then to compare/ consider/ indicate how modern Africa state institutions can best accommodate Africa features regarded as desirable and acceptable.
