This would be the best program to come out of Nigeria in the last 40 years. This would most certainly represent change. 

Now, this program should come with serious reforms to significantly improve quality.

These proposals form part of the strong recommendations made by the transition committee raised by Buhari to work out a blueprint for his administration.
