USA Africa Dialogue Series - RE: Don't Stone Oshiomole To Death NOW! Re: Edo's N30b bond: ACN tells PDP to sue

Prof Adeniran Adeboye (Ovbie Ada/ Omo Onida):

You appear to believe that when nations are forged from resident ethnic groups, a melting pot is IMPOSSIBLE; however, you believe that even if multi-ethnic conquerors sack a resident ethnic group, the conquerors (even while heterogeneous) can establish a mono-cultural nation in place of the conquered ethnic nation. First, you will realize that the scenarios appear to be non-persuasive, especially as they are contradictory in some respects; second, your point appears to imply that Africans from different ethnic backgrounds can conquer other lands and build or establish monocultural, monolingual peoples nations in their places; I am sure you don’t believe that yourself, except I am dreaming here! Third, it is clear that it is the vision and management and leadership performance people exhibit in their ethnic domains that they can extend to foreign lands that are conquered. The European and Asian nations that have conquered and restructured or build unique societies in other lands are VERY SUCCESSFUL in their own ethnic nationalities. However, besides the pockets of Kingdoms of the past, essentially no African society functions well! Check them all out, from small, near mono-ethnic Dahomey/Benin Republic, Gambia et cetera to the multi-ethnic Nigerian nation. South Africa is yielding a breath of fresh air because of the demographic composition, with the multi-ethnic Oyibos providing the hope. This is the reality of Africa and it is really SAD! Besides, the future of mono-ethnic nationality in Africa can be glimpsed from the local leadership in African nations with multiple regions or States. In fact, beside other benefits of independent State/provincial governments, the local leaderships (even those that are essentially mono-ethnic) have not really provided any compelling proof that if the provinces are left alone as ethnic nations, they would fare better; it is the same greed, misrule, visionlesness and ineptitude that characterize the ranks and file of local governance as with the national. So where is the compelling argument for ethnic nationality as a viable societal organization for African development? NADA!

Finally, we really have to come to term with the socio-biological reality of the African live that he/she MUST GROW OUT OF in order to make progress and not just follow-follow and get wiped out culturally in due course: Our surrender to NATURE is one major yoke Africans still bear, and that is why they are still at the mercy of nature, wallow in superstitions and why they can’t calve their destiny from their God-inspired rational visions and practical labors, rather than rely on primordial ethnic and bestial blood lines for living clues. We MUST WAKE UP! Take care. JUI

CORRECTED VERSION

On Sep 30, 2010, at 1:12 AM, Adeniran Adeboye wrote:

Dr. Joe I,

Well, let's read history the correct way. The original ethnic nations in the Americas, Australia, and New Zealand were first decimated and nearly wiped out before Europeans established monocultural, monolingual peoples nations in their places. The very cultural character of North America, Australia and New Zealand remains unapologetically English, while that of South America is Latin/ Iberian. The establishment of quotas for immigration from other lands has been to keep the ethnic relatives of the original colonists numerically, culturally, and economically dominant. Whereas new immigrants provide welcomed cheap labor, their number is always monitored to ensure a tolerable mix. Thus the American nation DID not start out as multi-ethnic country and did not reach the current level of tolerance until it had established a cultural monopoly. It is therefore ALWAYS wrong to compare Nigeria with places where the indigenes have been wiped out. Comparison is better done with countries of the Old World. Now look at Europe, a mere peninsula at the western tail of the Asia landmass. With a land area smaller than the Sudan and Congo put together, Europe can only afford a multiplicity of pocket-size, practically monocultural (ethnic) nations. Rather than European ethnics agreeing to bury their identities (as you advocate for Nigerians) under one sovereign state, they have spent the last millennium dividing and re-dividing like the meristematic cambium. Their ill-managed ethnic differences gave us  two world wars in the 20th century in quick succession and a period of ethnic cleansing of genocidal proportion in the Balkans.

You asked:

Does it mean Nigerian ethnic groups are genetically and sociologically INCAPBLE of building modern nations that take on a unique character and destiny of its own that are not linked with their ethnic origins?

I think this is a very wrong question.  It baits the peoples of Nigeria to continue to try what no other peoples on our planet have done.  We can build a modern state out of Nigeria if we choose to respect the peoples. Where else on our planet [outside] do we have a people embrace a governance structure whose language (in our case, English) is barely understood and only by an elite minority; whose laws are nearly acultural and whose rulers tend to be more of DEALERS on their individual behalf rather than LEADERS of the peoples, for social stability and economic progress?

Yes bro Joe, you and I are here precisely because home had become difficult. Let me assure you however that if Nigeria had kept its federal structure and the relative autonomy that the federating units enjoyed, there would have been so much progress that much fewer of us would have chosen to settle on foreign strands. This is not a chicken and egg issue either. I was an eyewitness to the progress that competition among truly autonomous federating units engendered in the 1950's and early 60's. The sky appeared to be the limit.

Hello Sis Joan,

OK. I salute him for embracing his Edo-ness and might even recommend him to the Oba of Benin for a chieftaincy title, especially one relevant to scientific achievement. JUI must however begin to admit that our ethnic nationalities have been ours for centuries while our Nigerian citizenship is only 50 years old. Since JUI is also religious, he might agree that GOD created the Yoruba, Edo, Igbo, Ibibio, Hausa, Fulani, Nupe and other nationalities like those, but it was Luggard and the Brits that created the Nigerian jurisdiction. Why should what GOD created become subordinate to Oyinbo creation?

Omorefe Igbinosa:

Petty politicking aside, I am not sure of when borrowing to deveop society and invest in people became a CRIME! What is a concern and remains an issue in every society is SQUANDERING OR MISMANAGING what is borrowed. When properly managed and prudently invested in human and infrastructural develoments, societal benefits and dividends derivable from borrowing to advance society and uplift people are usually much greater than the interests paid and short-term discomfort. So what crime is Gov Oshiohole committing for presenting a visionary leadership outlook and sourcing funding from fed allocation, tax collection and bond-type loans (usually long-term with minimal interest rates) to execute programs and move society forward? It would have been different if Gov Adams has not demonstrated satisfactory performance so far. Wallahi, we are just being hoodwinked by cacophonious petty politicking from Adams' political opponents. We MUST resist the misinformation and distractions. Take care. JUI

The last published monthly receipt of disbursement of fund from the federation account to Edo State [June 2010] is =N=2,464,858,160.54

See www.edoprogress.org for more details

On average, Edo State receive around =N=25 billion annually from the federation account and 60%-75% is devoted to recurrent expenditures and the remaining 35%-40% for capital expenditures. so it make sense to borrow.

Ya',

Your argument is off thread. Learn a thing or two on how to stick to issues and address topic of discussion from Joe Igietseme.

Now, are you saying because NPN, PDP depleted the resources of Edo State, citizens should stand idle and let the present govt continue the slide of abysmal regression , mismanagement, corruption and embezzle Edo State resources? What happened to responsible, accountable and transparency in government that Oshiomhole preached about of which you really don't care insofar na my people?

If the citizens of Edo South were happy with PDP and the shameful plundering of Edo State resources by Lucky Igbinedion of which you alluded to, they would not have massively voted for Oshiomhole. Check the record, it is the vote of Edo South people that brought Oshiomhole to Osadebey Avenue. Edo South people are tired of politics of division, politics of deceipt, corruption, embezzlement but fervently praying for a party and group of people with ideas that would move our state forward. I say Ya' be open minded and know it is men and women that facilitated the ideas that progressed the adopted state and country you now call home not aliens. I ask, are black Africans capable of running sustenable democracy devoid of crime, corruption, embezzlement and cultism?

If Oshiomole cares about the people of Edo state? I doubt if that question is for the audience who were around for the past 30 years of NPN that metaphorsized into PDP's  stealing and looting of our state resources  and not too long ago,a dude named Lucky was at the elm of the Osadebey Avenue and he loved our state and its people so much that  the people of the state almost conscripted him for his third term.

A sound reasonable argument devoid of politics of division and argument of water in a basket. Sound objective argument like the one of Prof. OJ and Dr. Sota Omogui is relevant to Oshiomhole if he really care about the welfare of Edo people and Edo State. If he lean to destructive defence of politics of division, Edo state is heading into hell of doom.

*Let me quickly point this out, the argument of Ring Road and it unstenable water fountain is laughable. A city that lack good pipe borne drinking water, electricty, roads, good and affordable medical facilities, education in ruins and we are talking of Ring Road? What is the impart of Ring Road to the lack of jobs and high unemployment rate in Benin City and environ?

My people, let us be objective and give props to Oshiomhole when he is deserving of it and offer an objective opinion and hold him accountable when he is off task. This na my people kind of argument is a lose lose situation.

Finally, I applaud Professor OJ Ebohon for a well reason argument.

JUI,

Either you have not read my posting or understood it.  I only returned from Benin City only 6 weeks ago and if you want to appraise these developments and their impact and relevance to the growth of Edo State, it is an issue that I will not shy from and you will be surprised. I look at issues of this nature from a policy point of view other than politics. What is the total annual Federal revenue advance to Edo State and how does this compare to the amount intended to be borrowed?

The issue at discussion, which is going to the capital market to raise funds for development is more serious than you think. It can severely limit the capacity of future governments to function and what happens to the conventional source of development funds of growing the economy and deriving investment funds from the attendant tax revenue flows? Many people supported Igbinadion and Osunbor but who is suffering the consequences today? Can you tell me how much Ali borrowed from the capital market to have had the profound effect of every nook and corners of Edo State, particularly when he governed from the opposition party to ruling government? In as much as we want to live it up today we must not forget the future. I'm in favour of prudent borrowing.

John Ebohon:

Let us make the EXTRA EFFORT TO DO THE FOLLOWING:

1. There is a RADICAL difference between the performance and transparency of Gov Adams and Lucky Iginedion; the records are ALREADY there for everybody to see; have you seen the Ring Road in Edo State Capital, Benin City lately? Have you seen New Lagos Road, inter-City roads in Edo and the new High Schools this Governor has built?

2. Gov Adams’ loans to move the State and people forward CANNOT be compared to the grand larceny and venality of former Governor Igbinedion. Gov Adams has presented, written and spoke about the developmental plans for the State that will require raising funds; except you believe that investment in the education sector is not wise; except you accept that major improvements in road networks to enable people to transport goods and people is not a judicious investment; except you agree that uplifting Benin City and the intra-city roads, so that free movement and transportation can flow in the State Capital will not yield reasonable returns; I can go on and on! This is PUBLIC INFORMATION!

3. Essentially every civilized nation, including the current ONLY SPER-POWER, USA, borrows to fund and accelerate developments; so the act of borrowing by a State is NO CRIME! As I said previously, Dan Orbih’s caterwauling would be attractive if he is seeking transparent accountability in the expenditure of the funds accruing from the bond sale in the capital market.

4. I am sure you realize that PDP is not philosophically or instinctively against borrowing and bond sale in the capital market; it may interest you to know that Gov OGD of Ogun State (A PDP Gov) is fighting with his legislators now because his PDP Govt wants to do what Gov Adams is doing now.

In the final analysis, it appears the whole hullaballoo is just petty POLITICKING that is not taking visionary leadership, progressive plans to develop society and prudent management of State resources into consideration. We owe it to our society to SUPPORT and root for a people-oriented and development-focused leadership, not listen to visionless, greedy, and caterwauling opportunists that had taken our people nowhere in the past. Take care. JUI

JUI,

Are you in support of the strategy to issue a N30 billion bond? What will be the ratio of Edo State GNP and interest on the principal sum. How will the interest be paid? I honestly think this is a bad road to further travel. I'm often irritated by constant reference to PDP hopelessness when in power for the simple reason that AC was swept into power to correct such excesses and not to repeat the saga in another shape and form. When Lucky was in power and decided to borrow from the capital market to dredge Ikpoba river, those who spoke out against were roundly condemned. None Benins were accused of pandering to ethnic jingoism while the Benins amongst the critic were accused of washing their dirty linen outside. When Osunbor did the same thing, his followers said just as much but the accumulated debt is an albatross round the neck of the present administration. To borrow these huge sums from the capital market in a country where interest rates are in double digits on the one hand, while on the other, in a supposedly civil service state with no sustainable revenue base is 'voodoo economics'. My brother JUI these amounts would have to be paid back and we can only look at past mistakes to correct or guard against future mistakes and not to allow past mistakes be a justification for future ones.

My brother, I beg of you that if at all in future you want to defend the action of the Governor do so with a robust and rational argument rather than the arguments you have tendered below that rather ridicules the Governor and his government. For example, I'm quite happy to accept if you had said that there is nothing wrong from the government borrowing from the capital market to invest in growth inducing infrastructure and services from which accrued revenue could pay the interest and the capital over the life-cycle of the project. Assuming the Governor comes out to say to the Edo people that he borrowing N30 billion for an independent electricity infrastructure and lay the plan open to the public, he would be held high and paraded round the city more. To say that they cannot be stopped from raising a N30 billion Bond by anyone without any indication for what the money will is to spent is not something to be celebrated.

My regards,

OJ

It is obvious Gov Adams wants to do MORE, and he is seeking funds to accomplish for the State and people. Edo's N30b bond: ACN tells PDP to sue

Osagie Otabor, Benin 27/09/2010 00:00:00

THE Action Congress of Nigeria (ACN) in Edo State has said the Peoples Democratic Party (PDP) cannot stop the Edo State government from securing a N30billion bond from the capital market.

The party said it is prepared to meet the PDP in court.

The state had, last week, sought the approval of the House of Assembly to secure the bond for development of facilities in the state.

PDP Chairman Dan Orbih said the party would use legal means to stop the ACN-led government from securing the bond.

His words: "We in the PDP are going to court to stop Oshiomhole from going to the capital market.

"It is our responsibility to rise up to the challenge of good government.

"We will not allow Oshiomhole to mortgage the state's future. Enough is enough."

ACN Chairman Tony Omoaghe, in a statement by his media assistant, Mr. Ebenezer Williams, said the bond would be used to make Edo State first among all states.

Omoaghe described Orbih's statement as a ruse and blackmail. He said the PDP had seen the development projects of the ACN administration in the state.
