Abuja-Mr Stephen Frahm, Consular Chief of  the U.S Embassy, Wednesday, in Abuja  advised Nigerians wishing to travel to that country to apply  for visas at least a year ahead  of  time.

He said this at the  embassy's monthly briefing  which had consular operations  as the focus.

 Frahm said the number of   applicants  outnumber those that can be accommodated daily, noting that  this  contributes to delays.

 " In Nigeria,  there are a greater number of  applicants than we have the ability to process. The number of people that can be processed in a given day is finite and that's why it takes a long time in many instances to get an appointment.

 " Here in Abuja,  we are able to schedule about 200; in Lagos they do about 350 to 400, so that's about 600 a day.

" We know that the demand is higher than that but we just don't have the logistics to do more than that right now, so that's why the delay.

" The visa process should not be that last decision you make before you travel. It should be the first decision in planning. This is critical to making it possible for us to provide that service to the applicant,'' he said.

He  said applicants should make their visa applications online and ensure they visit  the website for clarification if they had to.

Frahm also advised  applicants to fill out their applications correctly and give information in line with what they provided to make them qualify for the visa.

" Most people are bad liars.  With the way our law is written, if you misrepresent the facts then you are not credible and we are forced to refuse.

"You may be a legitimate traveller, but because during the interview you did not present yourself correctly,  then we have no alternative but to refuse,'' he said.

 Frahm urged  those who wished to apply for visas to the U.S not to be deterred by the processes.

The processes,  he said, were to ensure that all visa applications complied with the Immigration Nationalities Act of the United States.

He said the immigration activities were of  important commercial value, noting  that Nigeria has the highest number of applicants among the ECOWAS states with 60 per cent to 70 per cent of visa applications approved this year.

Also speaking, Deborah Maclean, Information Officer in the U.S embassy,  called on applicants to be truthful about their reasons  for travelling  in order to get a positive response from the embassy.

"You must be prepared and that includes planning in advance for your interview, having the information available for why you personally know you are going because each interview is a personal interview.

"What the consular officer would be asking you is based on what you present for information.

"If you are truthful about why you are going, the outcome is most likely going to be a positive one," she said

Dominique Strauss-Kahn arrived at Manhattan Criminal Court for his arraignment in New York on June 6.

The sexual assault case against Dominique Strauss-Kahn is on the verge of collapse as investigators have uncovered major holes in the credibility of the housekeeper who charged that he attacked her in his Manhattan hotel suite in May, according to two well-placed law enforcement officials.
Although forensic tests found unambiguous evidence of a sexual encounter between Mr. Strauss-Kahn, a French politician, and the woman, prosecutors do not believe much of what the accuser has told them about the circumstances or about herself.
Since her initial allegation on May 14, the accuser has repeatedly lied, one of the law enforcement officials said.
Senior prosecutors met with lawyers for Mr. Strauss-Kahn on Thursday and provided details about their findings, and the parties are discussing whether to dismiss the felony charges. Among the discoveries, one of the officials said, are issues involving the asylum application of the 32-year-old housekeeper, who is Guinean, and possible links to criminal activities, including drug dealing and money laundering.
Prosecutors and defense lawyers will return to State Supreme Court in Manhattan on Friday morning, when Justice Michael J. Obus is expected to consider easing the extraordinary bail conditions that he imposed on Mr. Strauss-Kahn in the days after he was charged.
Indeed, Mr. Strauss-Kahn could be released on his own recognizance, and freed from house arrest, reflecting the likelihood that the serious criminal charges against him will not be sustained. The district attorney's office may try to require Mr. Strauss-Kahn to plead guilty to a misdemeanor, but his lawyers are likely to contest such a move.
The revelations mark a stunning change of fortune for Mr. Strauss-Kahn, who was a leading candidate for the French presidency before being accused of sexually assaulting the woman who went to clean his luxury suite at the Sofitel New York.
Prosecutors from the office of District Attorney Cyrus R. Vance Jr., who initially were emphatic about the strength of the case and the account of the victim, plan to tell the court on Friday that they "have problems with the case" based on what their investigators have discovered, and will disclose more details of their findings to the defense.
"It is a mess, a mess on both sides," the official said.
According to the two law enforcement officials, the woman had a phone conversation with an incarcerated man within a day of her encounter with Mr. Strauss Kahn in which she discussed the possible benefits of pursuing the charges against him. The conversation was recorded.
That man, the investigators learned, had been arrested on charges of possessing 400 pounds of marijuana. He was among a number of individuals who made multiple cash deposits, totaling around $100,000, into the woman's bank account over the last two years. The deposits were made in Arizona, Pennsylvania, Georgia and New York.
They also learned that she was paying hundreds of dollars every month in phone charges to five different companies. The woman insisted she only had a single phone and said she knew nothing about the deposits except that they were made by a man she described as her fiancé and his friends.
In addition, the official said, she told investigators that part of her application for asylum included a previous rape, but there was no such account in the application. She also told them that she had been subjected to genital mutilation, but her account to the investigators differed from what was contained in the asylum application.
A lawyer for the woman, Kenneth Thompson, could not be immediately reached for comment on Thursday evening.
In recent weeks, Mr. Strauss-Kahn's lawyers, Benjamin Brafman and William W. Taylor III, have made clear that they would make the credibility of the woman a focus of their case. In a May 25 letter they said that they had uncovered information that would "gravely undermine the credibility" of the housekeeper.
Still, it was the prosecutor's investigators who found the information about the alleged victim.
 
 The case involving Mr. Strauss-Kahn has made international headlines and renewed attention on his alleged past inappropriate behavior toward women, while, more broadly, triggering soul-searching among the French about the treatment of women.

Heidelberg woman bites rapist's penis and escapes

A 23-year-old woman in Heidelberg saved herself from a rapist by biting his penis, police said on Thursday.
According to police in the German state of Baden-Württemberg, the woman was accosted by the unknown man on the street over the weekend. She told police that he had engaged her in conversation as she sat outside her apartment. She left, but he waited for her outside and attacked her shortly thereafter.

Police said the man, approximately 30-years-old, tried to force the woman to perform oral sex on him, but she bit his penis and fled.

Investigators believe that the man was injured severely enough that needed to seek medical care, which could provide leads in the case.

The new revelations are likely to buttress the view of Mr. Strauss-Kahn's supporters, who complained that the American authorities had rushed to judgment in the case.
Some of Mr. Strauss-Kahn's allies even contended that he had been set up by his political rivals, an assertion law enforcement authorities said there was no evidence to support.
Mr. Strauss-Kahn resigned from his post as managing director of the International Monetary Fund in the wake of the woman's allegation and was required to post $1 million bail and a $5 million bond.
He also agreed to remain under 24-hour home confinement while wearing an ankle monitor and providing a security team and an armed guard at the entrance and exit of the building. The conditions are costing Mr. Strauss-Kahn $250,000 a month.
Prosecutors had sought the restrictive conditions in part by arguing that the case against Mr. Strauss-Kahn was a strong one, citing a number of factors including the credibility of his accuser, the housekeeper, saying her story was "compelling and unwavering."
The French politician was such a pariah in the initial days after the arrest that neighbors of an upper East Side apartment building complained when he and his wife attempted to rent a unit there. He eventually rented a three-story town house on Franklin Street in TriBeCa.
Under the newly relaxed conditions of bail set to be presented on Friday, the district attorney's office would retain Mr. Strauss-Kahn's passport and he would be permitted to travel within the United States.
After the indictment was filed, Mr. Vance took to the steps of the courthouse and characterized the charges as "extremely serious," and that the "evidence supports the commission of non-consensual forced sexual acts."
Mr. Strauss-Kahn's lawyers, Mr. Brafman and Mr. Taylor, declined comment on Thursday evening.
The case was not scheduled to return to court until July 18.

This is the African woman, Nafissatou Diallo, at the centre of rape allegations that has forced the IMF boss, Dominique Strauss-Kahn, to step down in shame.
She is a native of Guinea. She followed her husband, a Guinea merchant, to the USA in 1998. There, she divorced him and has been raising her 15 year old daughter alone in the Bronx. She has some family in Harlem, including her sister, who is married to a Guinean business man working in the import-export trade.
She holds a green card, and has been working as a maid in the Sofitel Hotel for three years. She has a reputation as a serious girl.

Ben Brafman, an attorney for Mr Strauss-Kahn, said he could not comment. His lawyers had earlier hinted that they may claim any sex was consensual.
Erin Duggan, spokeswoman for New York District Attorney Cyrus Vance also declined to comment.
Jeffrey Shapiro, the maid's lawyer, did not immediately return requests for messages left on his phone, at his office and via email.
The housekeeper finally escaped from her alleged attacker by pushing him into the sharp edge of an armoire in the hotel suite. Sources said Mr Strauss-Kahn has a gash on his back where he hit the armoire.
She ran into the service corridor on the floor where co-workers found her and tried to console her. She was shaking profusely and unable to even hold a cup of water, sources said.
It has also been claimed that Strauss-Kahn also made passes at two separate female concierges during his 24-hour stay.

DOMINIQUE Strauss-Kahn allegedly told a New York hotel maid, "Don't you know who I am!" while pinning her down during an alleged sexual assault, it has been claimed.
That and other details of the housekeeper's complaint to police emerged today as police confirmed that the ex-International Monetary Fund (IMF) chief's DNA was found on the housekeeper's shirt, FOXNews.com reported.
Authorities were able to match a DNA sample taken from Mr Strauss-Kahn, 62, with semen on the shirt, law enforcement officials told The Wall Street Journal.
Mr Strauss-Kahn, who is out on $1 million bail, faces sexual assault charges in the alleged attack.
Sources told FOXNews.com that the 32-year-old African immigrant repeatedly told her alleged attacker: "Please, please stop. No!"
The sources said she had no idea who was staying in the $3000-a-night junior presidential suite until after the alleged attack, which lasted approximately thirty minutes.
According to the housekeeper's account, as told to investigators and relayed to FOXNews.com, she entered the room and was confronted by a naked Mr Strauss-Kahn, who emerged from the bathroom and began grabbing her breasts while trying to pin her down on his bed.
The housekeeper is deeply religious, investigators said, and immediately put her hands over her eyes so she would not see the naked Frenchman.

He then allegedly ran to her, began grabbing her breasts and pulling her down the hallway inside the luxury suite toward the bedroom.
The blood-stained white bed sheets were later taken into evidence by police.
The housekeeper said she tried a variety of tactics to get herself out of the room and away from her alleged attacker.
She said: "My manager is in the hallway," which he was not - but the former IMF chief was not scared off.

When he checked in, he grabbed and massaged the hand of the concierge and invited her to his room. She declined.

Later that night, Mr Strauss-Kahn called downstairs and invited a different female concierge up to his room. That employee also declined the Frenchman's advances, sources said.
The ex-IMF chief is presently under house arrest in an apartment close to Wall Street and is expected to leave for a new residence this week.
Mr Strauss-Kahn was arrested on May 14, a few hours after the alleged attack, as he was on an Air France jet about to fly to Paris and comes as it was claimed he told a air stewardess she had a nice a***.
While prosecutors have said they are building up a "strong" case, defence lawyers say Mr Strauss-Kahn will plead not guilty and expect him to be cleared.
Meanwhile, Mr Strauss-Kahn's wife says she has "temporarily" suspended her blog while her husband fights the sexual assault charges against him.

Anne Sinclair, a wealthy former television journalist in France, launched her blog entitled Two or Three Things Seen in America, in 2008 and regularly posted commentary on US and international politics.

"Dear reader, many, many many of you have sent me messages," Ms Sinclair wrote on her blog. "I cannot answer everybody, but know that these touched me and helped me.

"You will understand the circumstances that have forced me to temporarily suspend this blog," she continued. "All I can say is, a bientot."

Her prior commentary analysed US immigration concerns. It was posted May 12, two days before her husband was arrested on suspicion of sexually assaulting a hotel maid in New York. He was later formally charged.

Mr Strauss-Kahn is free on bail, wearing an ankle bracelet and being forced to stay in a Broadway apartment under the watch of video surveillance and an armed guard around the clock.

Ms Sinclair left the Broadway apartment for a few hours Sunday on what was believed to be part of the new hunt for a home.

She had previously arranged a $US15,000 ($A14,139) a month apartment on the Upper East Side. But Mr Strauss-Kahn was rejected after residents complained about the bad publicity.

The American-born Ms Sinclair was a popular TV personality in France in the 1980s and 90s.

Her interview subjects have included French presidents, former US president Bill Clinton, then-first lady Hillary Clinton, Bill Gates and Prince Charles.

Housekeeper's estranged husband speaks out

LOS ANGELES – The estranged husband of the woman identified by some media as the mother of Arnold Schwarzenegger's out-of-wedlock son says he feels betrayed by the former governor.
In an interview broadcast Tuesday on "Entertainment Tonight," Rogelio Baena said he learned last week he was not the boy's biological father. He says he will always regard the boy as his own.
"The Insider" also broadcast video Tuesday of Maria Shriver praising Mildred Baena at a 2001 celebration for one of Baena's relatives.
Shriver said she was proud of Baena for being a single, hard-working mother. Schwarzenegger can be heard echoing her praise, saying the housekeeper did "an incredible job."

She reportedly told friends that she and Schwarzenegger had unprotected sex during the day at his house, though she didn't tell him that he was the father of her child until the boy was a toddler.
Schwarzenegger announced Monday night that he had fathered a child with a household staffer over a decade ago, before he was elected as California governor.
"After leaving the governor's office I told my wife about this event, which occurred over a decade ago," he said in a statement issued to the Los Angeles Times. "I understand and deserve the feelings of anger and disappointment among my friends and family. There are no excuses and I take full responsibility for the hurt I have caused. I have apologized to Maria, my children and my family."
When questioned by the paper Monday before Schwarzenegger issued his statement, the former household staffer--now revealed to be Baena--said another man was the child's father. She declined to comment after the Los Angeles Times notified her of Schwarzenegger's statement.
Shriver, who--with Schwarzenegger--announced the couple's separation after 25 years of marriage on May 9, issued a statement Tuesday responding to the revelation.
