Those little phrases do a lot of damage. Sometimes more than explicit attacks on the system. "What do Nigerian workers do?" Other than push files! It is the pushing of those files that keeps the system working! One who does not understand what it means to do a well crafted memo may feel that it is a job for any person.
There is need always to improve on any system, Nigerian Civil and even Public Service are no exceptions and reaally may not be worse than those of other countries. Let us begin to acknowledge our own so that we can improve on them. It is often easier to condem that to build.
