RE: USA Africa Dialogue Series - President Mills Goofed On Cote d'Ivoire

I have tried to refrain from this discussions but a lack of clarity of African modern difficulties has forced me to add my voice.
The Ghana President John Mills  has wisdom. He understands the nature of war. History of terror that was brought to Ghana by the Western imperial predators with all attempts to remove Osagyefo Kwame Nkrumah just for his position to serve the African masses and to create the Continental African government to protect her people and resource. The removal of Kwame Nkrumah by force set Ghana and African progress many year backward. The people that are advocating force in Cote d'Ivoire are ill informed about the modern history of Africa and the manipulations of the incumbents. Part of Ivoirians are Akans, part of the people in the North Cote d'Ivoire   share tribal affinities with the Northern Ghana. It is diplomatic stupidity for Ghana to support force. Serra Leone, Liberia and Cote d'Ivoire just came out of wars. The political instabilities in Guinea, Chad are present.  Nobody knows what will happen to the elections in Cameroon. The violent problems in the New Republic of the Congo still faces Africans. West Africa was and is still in social instability in trying to help our displaced brothers and sisters that were victims of stupid wars. When will these claimed African intellectual learn a sense of global history, propaganda, and the modus operandi of the predators. Why do you think the imperial incumbents complain about China in Africa. Here, may I refer to my  discussions on the modus operandi of the predators in AFRICAN UNION (Chapter 6) www.adonis-abbey.com
The diagram below shows how the international system is setup for resource exploitation and predation. The process has nothing to do with DEMOCRATIC COLLECTIVE DECISION-CHOICE SYSTEM. An example is what happened to the Palestinians in the Gaza. The case of Venezuela is a classic example. The IMF, The WORLD BANK, The WTO, The World Court (ICC) are powerful instruments to maintain the Western imperial system of terror, exploitation and predation. Take a look at this diagram and let us relate it to conflicts in AFRICA.
To the imperial predators, the African Organization and the set of Regional organizations are assets to be used to support their imperial incumbency. They have succeeded in turning these African organization into useless peacekeeping entities. First, they set the fire and increase the flames then call on the African organizations to go and put the fire out under some dubious name of peacekeeping. While the flame is being put out, they plan for another one and so the system of terror proceeds on the African continent. When one fire is about to be put out, they quickly activate the terror machine under the name of democracy as Fela call it the demonstration of craziness. In this way the imperial predator have succeeded  in turning the African Organizations into fire brigades. Instead of these organizations planning to unite the continent to protect African people and resource, they have become useful idiots at the disposal of the imperial system of exploitation and terror of Africa and her children.
 
 At this point in African history the fear and predictions of Nkrumah and Diop have been realized in that Africa is not only Balkanized but South-Americanized where Africa would be made up of a proliferation of litter dictator-ridden countries without organic ties one to another, ephemeral, afflicted with chronic weakness, governed by terror with the help of outsized police forces, but under economic domination by foreign countries, pulling strings through the mere presence of an embassy. As Nkrumah points out If we do not formulate plans for unity and take active steps to form political union, we will soon be fighting and warring among ourselves with imperialists and colonialists standing behind the screen and pulling vicious wires, to make us cut each other's throats for the sake of their diabolical purposes in Africa. This is what is taking place in Cote d'Ivoire, Sudan New Republic of the Congo. This happened in Angola, Zimbabwe and others. This has happened many times in South and Central America. This will soon happen in Nigeria and Ghana.
It is the understanding of these historic circumstances and their lack of relationship to any meaningful form of democracy that have guided and instructed President Mills to say no to FORCE. In fact, I am surprised that Kwasi Gyan-Apenteng, Journalist & Communications Consultant ,who should be aware of the imperialist modus operandi, will take the position of force.
 
Power to Mills!!!, Long live African resistance to the imperialist terror and diabolical purposes!!!.

As I reminded President John Evans Atta Mills in my letter to him, during his 1999 State of the Nation Address, he stated: "...Also, we will honour all our legitimate treaty obligations with the Commonwealth, the United Nations, and other international organizations." His refusal to contribute troops to the ECOWAS military initiative betrays his pronouncement. As I added, this issue will be raised during his reelection bid and other endeavors.

President John Mills has come under attack for what international relations experts say is his betrayal of trust of Heads of State of the Economic Commission of West Africa States (ECOWAS).

The president in an answer to a question on the Ivorian crisis posed during a meeting with editors on Friday said he is not in favour of an impending military action against incumbent President Laurent Gbagbo if he (Gbagbo) decides to hold on to power.

"It is not for Ghana to choose a president for Cote D'Ivoire," he said.

He added Ghana per the information from the top military brass, does not have the personnel to contribute for the military action if it became necessary and that continued diplomacy in Ivory Coast is necessary to resolve the crisis.

His statements runs counter to an agreement reached by the Heads of States of the ECOWAS sub region that force will be applied to oust Laurent Gbagbo if he held on to power. President Mills was part of the meeting when the decision was taken to apply force.

International relations experts have described his pronouncements at the Castle as unfortunate.

Hackman Owusu Agyemang who was Foreign Minister under the Kufuor administration, albeit for a short period, told Joy News’ Dzifa Bampoh, Mills’ pronouncements were breach of faith, trust and confidence.

He said it is even more regrettable and an affront to James Victor Gbeho who is president of ECOWAS.

He said prior to such a major decision by ECOWAS to take military action, its president ought to have had thorough consultations with the president of his home country Ghana before agreeing to the decision.

He said the president by his pronouncement has broken ranks with the presidents of the entire sub region.

According to him, President Mills ought to have made his opinion well known during the emergency summit by Heads of State of the ECOWAS if he felt passionate and convinced that military action was not the right path to take.

He said the president cannot agree with his colleagues at the summit in Abuja only for him to come to Ghana and adopt contrary views.

Lecturer at the Legon Centre for International Affairs, Vladimir Antwi Danso said the president has committed a “big diplomatic blunder.”

He agreed with the president that military action may not be the right approach to solving the crisis in Ivory Coast but said once the president had agreed in principle at the Summit for a military action he has erred grievously in saying Ghana will not contribute personnel if military action becomes necessary.

According to him, the pronouncement may give some credibility to allegations that President Mills is a supporter of Laurent Gbagbo.
