beautiful letter.
It's almost a great letter, but why doesn't it begin with the
respectful Islamic greeting of Asalamu alaikum etc to cool Mr.
Gaddafi's heart?
This is just a rough guideline . I suppose that the proposals will
come from the Libyan people themselves.
I should think that the immediate and most important overture ought
to be for Colonel Gaddafi to consider and re-consider what for now is
the most pressing problem ; for him to take a step back from launching
that all out attack on Benghazi which could only make things a lot
worse for his beloved Libya – and make it next to impossible for him
or any of those around him now who may be in line for succession to
him – as revolutionary leader, to once more find their way to being
accepted by the international community.
So rather than piling on all sorts of psychologically speaking
impossible demands on the colonel, first and foremost the aim has to
be to get him to at least delay launching that attack on Benghazi – it
is that attack that could throw him over the precipice and into the
abyss, the path of no return - to being accepted in the International
community., after his long journey - coming in from the cold back to
the bosom of the International community.
This cessation/ suspension of hostilities could be a powerful signal
to the world – and he should not regard it as a loss of momentum to
what he may believe to be an overwhelming military victory just round
the corner for him. That's not going to happen – and if it could
happen, the outrage would mean that he would face a future much
bleaker than that faced by Saddam Hussein. But at this stage there is
still a chance for him to negotiate his next step into safety:
"The peace of the brave
Not the peace of the grave",
as Chairman Arafat used to say.
I suppose that the gap that has to be bridged – step by step – as a
peace process would be to bridge the differences and distance between
what " the rebels" want and the kinds of concessions that Colonel
Gaddafi can make – not Colonel Gaddafi as dictator or Colonel Gaddafi
the beginning and ending of all power in Libya, but the Colonel
Gaddafi who in the name of peace would like to now conduct a national
dialogue between the two sides of the Libyan People's conflict
through the agency of the Peoples' committees in dialogue/
discussion and negotiation with representatives of the Libyan
Transitional Council

In this way a national dialogue could be held to iron things out
instead of shedding more blood on the battle field. This would not
solve anything or strengthen Gaddafi's hand at the negotiation table.
Perhaps, first and foremost both sides :Colonel Gaddafi and the
Rebels could appeal to the Arab League to facilitate this dialogue and
this.
Wishing the best for all the Libyan people – and that includes Colonel
Gaddafi and his family.
