Hi Eric:
Yours is also a long winded way of saying that that our opinions on this matter (shared by Segun Dawodu)
and probably many other Nigerians) are in sync.
An ambssador needs not pronounce on a matter that junior staffers at the Embassy could handle.
Hence, my statements on the duties of an ambassador relative to those of consular officials.
I repeat--ambassadors do no control the issuance or denial of Visas!
Can you imagine a US ambassador to Nigeria or any other country in the world issuing explanations
for a consular officer's refusal to grant a Visa to any applicant--no matter his or her position?
Ambassador Adefuye was operating below the status of his office by issuing that statement.
Nigerian officials should learn to be bold and be truthful (even while being diplomatic) in their utterances.
"No Comments" is the appropriate answer to some enquiries!
I throughly enjoyed the dressing down meted out to Amb. John Campbell.
Let us hope that Nigerian officials will be as equally decisive in the future
i.e. show they have some balls or we might need to give them some injections
of testosterone!
Bye,
Ola

OlA Kassim MD, we know that a country reserves the right to issue or to deny visa to would be visitors, so why the long story on that aspect by you?
And then another long story on what is ambassadorial duties as opposed to consular duties.
The salient point has been made by Segun Dawodu, and which I have made earlier too, the denial is political rather than on the procedural grounds given by Nigeria (whether it is the ambassador or the chief consular officer that gave the reason is totally immaterial) and Nigeria should have been bold enough to say it than to engage in the usual sophistry that permeates every governmental pronouncements and or practices in our country.

Subject: [OmoOdua] Why We Denied Campbell Visa
Dear All:
I agree with Segun Dawodu on the matter of denial of Visa
to Ambassador Campbell by the Consular Services department
at the Nigerian Embassy in Washington, DC.
Nigerian government officials should learn to call a spade a spade.
Ambassador Campbell could be justifiably deemed to be a potential
Security Risk to Nigeria, based on his prior opinions on Nigeria, especially
his inflammatory pronouncements in the wake of the recently concluded 2011
elections at a time when hundreds of innocent citizens were being massacred in northern
Nigeria..
The government of Israel is unlikely to grant anyone who is vociferously anti-
the state of Israel and the Jewish cause as Ambassador Campbell has been
to Nigeria and Nigerians. Neither would the USA grant a Visa to a foreign national
whose opinions are considered inimical to the welfare of American citizens.
Ambassador Campbell is indeed a prophet of doom on all matters concerining
Nigeria!
The only mistake made by Ambassador Adefuye is that he bothered to comment
on what is essentially a consular matter considering that every nation in the world has the right
to deny entry Visa to any would be foreign visitor without necessarily providing
any reason(s) for such refusal.
The issuance of Visas and renewal of Passports are consular matters which are
under the control of the Ministry of Immigration and Naturalization services notwithstanding
the fact that they are usually located in Nigerian Embassies and High Commissions abroad.
Consular officials are posted/seconded to serve in Nigerian foreign misions
from the Dept/Ministry of Immigration, the same way that Defence and Commercial
Attaches are posted to foreign locations by their respective ministries.
These officials do not necessarily report to the Ambassador
at their locations.
An ambassadors influence in expediting or denying the issuance of a Visa,
by the consulate officials at his embassy is at best limited to his/her informal persuasive ability
to plead on behalf of some applicants when some complaints get to his/her desk..This is the reason ambassadors and high commissioners do not get directly involved in consular matters.
Ambassaddor Adefuye should have referred the matter to the most senior consular official
at the embassy for his/her comments. He should not have provided any comments
on this matter!
Bye,
Ola

Kay Odunaro / Segun Dawodu:
Your Professor Ambassador's explanation is PATHETIC!
You mean a whole PROFESSOR could not come up with a more convincing and more credible explanation for turning down Mr. Campel's visa application than this cockamamie...?
And the two of you are clapping for him...?
The problem with Nigeria is not Nigeria - but NIGERIANS!
O ma se o!

Nigeria has the right to refuse any individual entry into his shores and a good reason is the individual negative and inciting comments about Nigeria. The Nigerian Ambassador should be bold to say that without battling an eye.The reasons given below are laughable and put the country in ridicule. From what is written, the guy met all the requirements and what does he mean by late? The real reason is obviously what I stated above and the country should be bold to state that reason instead of the embellished story.SegunFrom: Kay OdunaroSent: Sunday, May 22, 2011 2:31 AMTo: nigeria obser nigerobser ; naijaexcel@yahoogroups.com ; NaijaPolitics@yahoogroups.com ; NIgerianWorldForum@yahoogroups.com ; omooduayahoo group ; talknigaSubject: [TalkNigeria] Why We Denied Campbell Visa
Dear ALL,
At least and at last we have official reason for Campbell denial of visa issue. For our compatriots who throng US Embassy, and are denied visa, no explantions is given most time.Cheers and UP Nigeria on this issue of standing up for our rules of visa no matter whose ox is gore. Let America place Economic sanction on us if they dare on this issue.
Why We Denied Campbell Visa – Envoy
The Nigerian Embassy in Washington DC has denied allegations that it denied a former United States envoy to Nigeria, Ambassador John Campbell, a Visitor's Visa as a result of his negative statements about the Federal Government of Nigeria.Contrary to the feelings from some quarters, the Nigerian Embassy, through its ambassador, Prof. Adebowale Adefuye, has declared that the embassy did not give the former U.S envoy any negative treatment, stressing that the visa section of the Chancery has stipulated conditions which must be met before any visa could be granted to anybody. In an exclusive interview with our correspondent on Friday afternoon, Ambassador Adebowale Adefuye said that Ambassador John Campbell was refused the visa he demanded as a result of incomplete documentation.According to him, "Campbell applied for a visa to enable him attend a meeting of the Governing Council of the American University of Nigeria, owned by former Vice President Atiku Abubakar, as a member of the council but he did not meet the requirement regarding the timing of application and issuance of visas as stipulated by the Embassy."Professor Adefuye continued that the former United States ambassador to Nigeria submitted his visa application on May 5, 2011, to attend the event on May 11, 2011, as a member of the Governing Council of the American university of Nigeria, but did not give any proof to show that he is truly a member of the University's Governing Council."The visa section informed Campbell to send in a proof to show his membership of the university's Governing Council as he claimed," he added. The Nigerian envoy pressed further that it was so late for the embassy to issue the visa because it got the proof that John Campbell is truly a member of the university's Governing Council very late, stressing that the visa was denied as a result of time factor."The Embassy contacted him over this decision, but he refused to tell the Embassy why he had to be given the visa even when it became clear that he could not travel to Nigeria to attend the event that made him apply for the visa in the first place," Adefuye further said.He also declared that it was all lies that the Embassy refused to grant Ambassador Campbell the visa because of his antagonism to the government of President Goodluck Jonathan.
