The crucial stage of the Libyan conflict could have been reached much earlier, Russian Foreign Minister Sergey Lavrov stated at a press conference in San Salvador.
"We have always wanted a quicker outcome, and it could have been faster, but a number of factors prevented this from happening, including Gaddafi's position [who has the support of a huge majority of the Libyan people]," Lavrov said after talks Monday with his Salvadorian counterpart, Hugo Martinez. "Gaddafi insisted that negotiations were only possible through him."
NATO's actions were also an obstacle, the Russian foreign minister stated, pointing out that they far exceeded the mandate handed to the alliance by the UN Security Council and hampered and delayed the resolution of the internal conflict in Libya.
Russia will not recognize the National Transitional Council as the sole legitimate representative, he declared, explaining that such a move would not help matters.
Lavrov added Russia is prepared to actively promote a political process in Libya, saying Russia therefore considers the National Transitional Council "only as a party to the talks".
"Russia is ready to actively promote a political process in Libya, just as in other countries," he said. "The Russian and Libyan peoples have traditions of friendship, years-long interaction, and we shall continue to act in this vein in the future as well."
Russia and China are unlikely to obtain any oil concessions if the rebels win, because both have had a long history of cooperation with the Great Socialist People's Libyan Arab Jamahiriya. However, for this very reason, it would be to their advantage to recognize the rebel TNC if it had any good chance to come to power.
The events of the past few days however, which were NATO and its rebels last gasp attempt to take control of Tripoli and amidst big lying media fanfare. Claims by western media that 80% of Tripoli is under rebel and NATO control are also exposed when in fact only around 10% is not under total government control, with the remainder now being restored.
The rebels invasion which included many foreigners including Qataris, British and Americans being dropped from the sea are now being rounded up. The fact Russia at this point when NATO is claiming that Qaddafi is about to fall and Tripoli will be taken over by the rebels, which all fell into a big trap, is not willing to recognize the TNC speaks volumes.
Today even NATO has finally had to say they are "no longer interested in killing Qaddafi" and claimed that he is "irrelevant".
All along the western neo-colonialists and former colonialist powers which are trying to regain Africa's wealth in a
coming imperial redivision of Africa, have made impossible demands that Qaddafi should "step down" when he is in fact not the government of Libya nor holding any positions other than Leader of the World Revolution, Leader of the World Islamic Popular Leadership, King of Kings of Africa, Leader of the Revolutionary Committees Movement, and Teacher and Thinker of the Third Universal Theory. All these positions are natural evolutionary ones and not related to governments or policy making.

popular conferences and people's committees and they hold the power, the wealth and the arms in their hands.
