This is a transcript of a speech made by Jean-Paul Laborde, Special Adviser to the United Nations Under Secretary General for Political Affairs, in charge of Counter-Terrorism Implementation Matters. Mr Laborde discussed the UN Global Counter-Terrorism Strategy, and considered international efforts to tackle terrorism whilst upholding the rule of law and human rights.
