USA Africa Dialogue Series - A shout out- educators out there or anyone who knows

Anyone with an answer please, especially teachers:

 

If I use a particular an assessment tool more than once - thrice a year, can it still be  summative assessment? Is it not formative then? Or both? The tool in question is DIBELS  to assess early childhood literacy.

 

I am thrown off because it is not like Stanford 10, NAEP that are administered just once a year - hence summative.

 

I need to print the document by 7 am tomorrow. You can see, I am up 1:05 am. Did not attend my joyous alumni meeting.Please, send your answers direct.
