For the past year, a group organized by the Hills Program on Governance at the Center for Strategic and International Studies has explored ways to support the efforts of the United Nations to reduce global warming. This process included a two-day workshop in Beijing in April 2011 examining how a regional initiative, begun in the Pacific by China and the United States, could bolster global climate change efforts. This report is a result of that workshop.
