USA Africa Dialogue Series - Re: [Naijaintellects] Re: Obi’s wife announces monthly welfare package for non pensionable old people in Anambra above 75....

Emmanuel Obi:

So because I am a VC, I am now "on the other side of the isle" and I "can afford to sound like "them""?

Poppycock and nonsense!  Who are "them"?  So every body on the isle that I allegedly come from sounds like you who have decided to remain firmly on THAT isl(and)?

Let me be clear:  anybody who always waits for the (creation of) optimal and efficient time and method to do anything in an arena of dire needs will NEVER do anything.  Even in my pre-VC-isle-on-your-side days, I maintained that POC and still intervened in my own little way in Nigerian affairs, whether it was on sabbatical at the University of Ado, or a summer stint at the NUC in Abuja (where the Linkages with Experts and Academics in the Diaspora was established) or in the suing of the Federal Government for Diaspora voting, I never let naysayers deter me.

The government  can walk and chew at the same time.  It can pay pensioners or be an advocate for them  (the N5000, N10,000 elderly safety net pays are for NON-PENSIONERS, at least in Ekiti State; also there is a means test to determine whether NOBODY can take care of the financial needs of a particular elderly person.)

Clearly, if you say that a program is for people 65 years old and over, people MUST be asked to sign up, either with their birth certificates, or a sworn affidavit, or some other official document that has shown their age all of the time that they have been on Earth,  and you begin to create an acceptable database that way. Yes, a tiny fraction may be 61, 62 or 64 instead of 65, but any cheating or mistaken timing will the exception rather than the rule.

Besides, we have the following actuarial information for Nigeria:

QUOTE

Age structure:

0-14 years: 43.9% (male 38,232,053/ female 36,483,243)
15-64 years: 53.1% (male 44,862,457/ female 45,484,314)
65 years and over: 3% (male 2,325,682/ female 2,735,991) (2012 est.)
population pyramid:

UNQUOTE

So Ekiti with a population of about 2.4 million should expect a population of 65 and over of about 72,000, give or take 10,000.

In very simple words like I pointed out earlier, there is no database to support this project.Prof Aluko understands this but prefers to be optimistic when there is no basis for such optimism. I guess now he is on the other side of the isle he can afford to sound like 'them"

Fact is many are still owed arrears of salaries and pensions and part of the western union transfers from the US goes to support these people.Lets for a moment stop deceiving ourselves.

Emmanuel

A change is said to optimal and efficient, if as a result of it no one is made worse off as a result. Given that this is almost impossible, the second best solution is if the gainers can compensate the losers in some ways. The tendency to adopt and not adapt policies has been the bane of our problems. How many would go for such a policy if the best forgone alternative is a maternity hospital or children hospital to reduce infant mortality rate. It is very sad that as often as it is the case, those who should be discouraging these ill thought and headline grabbing initiatives and policies happen to be the ones providing succour and encouragement. I can just see thousands of those dead many years being resurrected and paid accordingly. Since there is no accurate birth records, I can just see many people rushing to swear affidavit to bumped up their age. If we can 'foot-ball age' why can't we have 'welfare-age'.

Nothing wrong in providing for the elderly but where is that money coming from and what else is denied to them and others in the process.
What census was used in computing the amount required? How sustainable is such a venture?

As said, I am not against government looking after the poor, old/aged and destitute but I have the fear that it is often associated with poor planning and loop holes to siphon money.

These are innocent questions and genuine fears expressed.
