It all depends on the motive and the sponsors. You may know better if the person in
question is related to the US military command or a military contractor or
just an educational institution.

Gloria, kindly clarify what is wrong? Is collating/compiling those stuffs not a good idea? What i is so bad, for instance, with the section below from their website?
Africa and Nuclear Weapons
Overview:
Though South Africa was the only African state ever to have nuclear weapons (which it ultimately relinquished), Africa nevertheless plays an important role in international nuclear affairs, particularly as a result of the substantial uranium deposits in countries like Niger.

Dear friends -
Good morning, and I hope you're well.
I am thrilled to write this morning to share with you a project that I've been working on lately with my colleague Bob Feldman, a website entitled African Security Central.<http://africansecuritycentral.wordpress.com/>
In short, African Security Central is an open source resource that aspires to help government policymakers, academics, journalists, and students find the broadest array of information on African security affairs in the most centralized and convenient form possible.
As you'll see if you elect to visit the site, we have disaggregated various dimensions of African security by state and topic, listing various resources for research, teaching, and learning on each. Moreover, under our "Research Resources" pages, we have assembled a breadth of academic syllabi, datasets, maps, newspapers, and institutional resources germane to the study of African security.
Given that this endeavor is inevitably under constant evolution, we would greatly appreciate any comments, suggestions, or resources that you could offer to help us improve the site. Particularly, we would be pleased to add links to any of your own articles, books, reports, or syllabi if you would be so willing to share.
We sincerely hope that this website will be of use to you, your colleagues, and your students, and thus we encourage you to share this email with any potentially interested parties.
Thanks so much for your consideration of this project, and we'll look forward to hearing your thoughts soon!
With best wishes,
Jason
