It makes sense to me that, if a powerful, de facto centralized state exists solely as an avenue for sharing revenue derived from one lucrative national product, corruption is a logical outcome. That does not mean that the state is an automaton driven by its own inanimate momentum or that this statist structural baseline excuses the decision of individual actors to participate in the malfeasance that the state supports and subsidizes.
