When you wrote that "The parliament repealed the Independence Constitution of 1960 in 1963 for the Republican Constitution to take effect", you are exactly right.
Not only did the 1960-Constitution-derived Parliament repeal the 1960 Constitution and replace it with the 1963 Constitution, it even WROTE in the names of Azikiwe, Kashim Ibrahim, Akanu Ibiam and Odeleye Fadahunsi as the elected President of the Republic, and appointed Governors of Northern Region, Eastern Region and Western Region respectively, and made provision for the appointment, by the President, of the first Governor of the Midwestern Region....see excerpts below.
So those who worry about serving their tenures out need not worry - their names can also be written into the new Peoples Constitution: there is precedence for that! :-)
The National Assembly members should register their interests, concerns, etc. like every other person or groups in the country. Once all have spoken, and Referendum items tabled and voted on, enacting the Constitution as a Law should be a mere formality, not to be tinkered with by either the NASS or the President..see my suggested Nine-Month Program below.
