USA Africa Dialogue Series - Re: Communication from The African Union Commission and Understanding Vision 2063 - It does not conflict with any timetable.



Hello Dr. Yaya:

I have explained alleged conflict in a previous mail. There  is none.  Vision 2063 does not hinder any  earlier benchmark. In establishing performance objectives, people may want to know the outcomes by a certain date, and the assessment tools.  

Here are two examples: 

1)  By 2018, 70% of all African students in high school will read and write at proficient level in at least 2 official languages used at the African Union, evidenced by (name the assessment tools such as standardized tests, etc).

2) By 2020, Africa's dependence on  foreign aid and loans  will reduce by at least 60%, evidenced by intra-African lending, Diaspora Investment Bonds.

Now, nothing says the students  should not become proficient  until 2018. Some may demonstrate bi-literate proficiency by 2015. The ability to do so may  depend on their current level  of proficiency or aptitude. Africa can realize an 80% reduction in foreign loans based on the abilities to  create her own monetary infrastructure. In either case, the baseline data is important - the current level of performance, which helps in determining targets.

As it pertains here, Vision 2063 does not  prevent any early development; it only denotes that  by a certain time, we should have realized the Africa we desire. So rather than suspect anyone of malfeasance (lol), you should be developing conditions that will enable your federation goal by 2017, mindful of what hinders its implementation today.

And you asking people to support Vision 2063?
By 2063, 50% of the Africa Race would be extinct. It would not happen because we will have the AFRICAN FEDERATION-2017
