On the 4th of January 2015, Oluwatoyin Adepoju invoked the Freedom of Information Act by sending a *Request to Nigeria's Independent Electoral Commission (INEC) for Information on Credentials of General Muhammadu Buhari as Requirements for the 2015 Presidential Election.* Oluwatoyin Adepoju ordered INEC to accede to his request within seven days which, legally speaking, should be on or before 11th January 2015. Just as Oluwatoyin Adepoju's ultimatum to INEC expired, he bothered this forum with yet another post captioned, "US army disowns Buhari's masters claim...they awarded diploma." In the purported US army War college e-mail communication with one Sunday Iwalaiye it is affirmed that *Nigerian Col. Muhammadu Buhari is a graduate of the US Army War College Class of 1980, and earned a US Army War College Diploma.* Where did Oluwatoyin Adepoju get the information that Buhari claimed to have obtained Masters Degree from US Army War College since he, Adepoju, is yet to receive that information from INEC?
In his personal note on Buhari's purported Army War College testimonial, Oluwatoyin Adepoju wrote, "So the Highest papers Buhari has so far is attendance Diploma from the War Collage(?) after paying Huge monies. This is the only thing in the file. there is no certificate." Oluwatoyin Adepoju does not possess required knowledge needed to participate in this forum since his questioning of Buhari's qualification to contest the February 14, 2015, Presidential election is against Section 131 of the Nigerian Constitution. It says, "A person shall be qualified for election to the office of President if: (a) He is a citizen of Nigeria by birth; (b) He has attained the age of forty years; (c) He is a member of a political party and is sponsored by that political party; and (d) HE HAS BEEN EDUCATED TO AT LEAST SCHOOL CERTIFICATE LEVEL OR ITS EQUIVALENT." In view of Section 131(d) which I have typed in capital letters, a Presidential candidate does not need to possess a School Certificate to contest election, since one could be educated up to school certificate level without passing the final examination. Being educated to School Certificate level is not the same thing as possessing a School Certificate. Beside that, a diploma from a US War College must be evaluated, at least, as being equivalent to a School Certificate. Not only that, a confirmed General in the Nigerian Armed Forces must be ranked higher than a School Certificate holder. Before Oluwatoyin Adepoju can challenge Buhari's educational background, he should, I am sorry to say, learn how not to spell COLLEGE as COLLAGE!!
