The whole idea of the IPPIS is to make the system secure and impervious to manipulation by govt. workers.
The salaries and pension details which is what the IPPIS is about was out-sourced to a private company based in Lagos.
Govt workers do not have access to the IPPIS protocols and cannot therefore manipulate the system.
All can confirm this from the Office of the Accountant General of the Federation.
Govt workers don't handle physical cash in the IPPIS system.
The system only confirms the consistency of details of salaries/pension due to a worker based on their digital records which is then transmitted to banks before workers are paid.
To effectively "sell the manipulation story" [of the system being manipulated my mischief makers] then govt must name those involved, suspend the contract with the firm handling the server and show proof of penalties being taken against them.
Apologizing without mention of remedial steps doesn't cut- it. We need a new Nigeria where allegations are not just made, but investigated and erring officials held to account.
That's how to govern and manage public resources effectively for the benefit of the larger public.'

'Introduction of IPPIS and also IPSAS in Nigeria's government accounting processes is another wonderful kudos to Jonathan's Administration.
IPSAS is International Public Sector Accounting Standards.
This was formally adopted in Nigeria in 2011 and contained in Financial Reporting Council Act of 2011 as a way to go by all public sector entities in the preparation and presentation of their Financial statements.
According to the roadmap of implementation, it is expected that all public sector accounts from 2014 financial year end should be IPSAS compliant.
In a nutshell, full application of IPSAS in the financial reporting of government MDA's (Ministries, Departments and Agencies) and these accounts properly audited using International best practices of Auditing (both Internal Auditing and External Auditing) will promote transparency, accountability, probity, stewardship and above all comparable internationally with other similar government entities.
The sister to IPSAS is IFRS. IFRS is applicable to Private sector and Government business entities, that is, profit making ventures of government'.
