The individual registered voter (presumably with a TVC) must STILL report at INEC office to exchange his TVC and collect his/her PVC. But this SMS shortcode inquiry can be used to eliminate some frustration:
(1) If you have only your TVC, and you send the SMS, and it returns NEGATIVE, then you need not worry going to try FRUITLESSLY to get your PVC. This saves non-PVC assignees from wasting time. It is another matter finding out WHY despite having a TVC, a negative PVC inquiry is returned. (For example, your name might have been purged rightly or wrongly for multiple registration.)
(2) If you have a TVC but have not gotten your PVC yet, and the inquiry returns POSITIVE information, then from the information, you are assured not only that you have a PVC waiting for you, but your PVC can be readily located from the LG office, ward office or polling unit as the case may be by showing them the positive information..
(3) If you already have a PVC, then a POSITIVE SMS inquiry affirms where your POLLING UNIT is, so that on Election Day, you don't have to be wandering around. You can be sure that your picture is AT the polling unit returned by the inquiry.
