RE: USA Africa Dialogue Series - Open Letter: Beyond INEC’s Corruption & Bastardization Of PVCs Distribution: Conditions For Secured & Rogue Free Polls In Nigeria

In their open letter, the self-styled International Society wrote among other things, "Also, 12.4 million registered voters have been disenfranchised and denied their rights to vote in the referenced critical polls by the commission," that is to say INEC. The self-styled International Society has subtracted the total number of collected PVCs, 56,431,255, from the total number of temporary registered voters which is 68,833,476 to arrive at 12, 402,221 who did not collect their PVCs and branded them as having been disenfranchised and denied rights to vote by INEC.
 
In the 2011 election, the total number of registered voters was 73,528,040 but the total turn out of voters was 38,464,463 corresponding to 52.3% voters' turn out. There was no PVC then. If we should apply the same logic that Criminologist, Emeka Umeagbalasi, and Barrister Uzochukwu Oguejiofor has applied, to get their 2015 figure of disenfranchised Nigerians, on the 2011 election, we will get incontrovertible figure of 35,062,577 disenfranchised Nigerians in the 2011 election that produced Jonathan as the President!! However, if we take the Nigerian factor into consideration, majority of those who did not turn out to vote in 2011 were ghost registrants just as the 12, 402,221 registrants who have failed to collect their PVCs in 2015. Therefore, it is illogical to claim that ghost registrants who failed to collect their PVCs are disenfranchised and denied their rights to vote in the coming elections. The sincerity of the proprietors of International Society is doubtful and questionable since their open letter is copied only to the agents of the party in government power and not all the Political Parties contesting the impending Federal elections. It must be reasonable to assume that the effect of PVCs/CRs should be the same on all contesting political parties unless, of course, the International Society is privy to the fact that the 12.4 million ghost registrants would vote for the PDP if Temporary Voters' Cards are allowed to be used in voting instead of PVCs checked by CRs.

On 10th February 2015, the leadership of International Society for Civil Liberties & the Rule of Law (Intersociety) wrote your respected public offices including the Chairman of Independent National Electoral Commission (INEC) and excluding the Chief of Army Staff and the Inspector General of Police. The referenced letter was titled: Healing The Wounds Of Aborted Scientific Rigging Of 2015 General Polls In Nigeria: What Your Respected Authorities Must Do.  The letter follows shift in the dates of the 2015 general polls from 14th and 28th February to 28th March and 11th April 2015 owing to security concerns in the Northeast and INEC's unpreparedness, particularly as it concerns gross lopsided distribution of PVCs to registered voters in Nigeria.............
