USA Africa Dialogue Series - AMERICA COULD DO BETTER‹‹Re: PROMPT‹Re:AMIMISSINGSOMETHING??Re: Facing up to our organisational setbacks


Oh Ayo,  
What it comes down to is that 
We need Richard to use a reversible sign. 

One side says "US Govt Spokesman." 
The other, "Personal View". 

That way we know what direction he's coming from. 

Simple as that. 

Your column/ Listserv is a "broad church". It is suffciently flexible to accommodate even such a tiresome person as me—so far. It is intended for intellectual/ political debate. 
Over a very wide range. And this it largely achieves. 

If the US or other govts wish to put/ float a position; let their respective GOVT MOIs set forward their position/ suggestion/ theory/ hypothesis. Such identified postures could well add much to discussion. 

As for your piece; tis basically procedural. 
And indeed tis most interesting from a process point of view.
And this approach, as you well know, can go on for ever. 
Our politicians have shown a remarkable level of 
Skill and imagination for dealing with these basically informal matters; 
with little or no useful effect secured. 
Only that the status quo structures/ successive elites continue. 
Which largely suits em fine
—along of course with our OIL trading partners. 

What we have needed since day one, of course is Structural Change; 
With targeting on all the areas of Public Need 
—Housing/ Education/ Health/ Employment/ Power Generation & Distribution/ 
Urban/ Rural/ National Infrastucture/ Roads and Transport
—you have oft quoted em, and more. 

All Nigeria govts of course avoid em like the plague. 
Hardly a word about such tiresome matters at recent elections. 
Nor could Jonathan and Buhari be persuaded to debate em. 
Which was fair enough. 
For after all what could they have said 
Except to admit to wholesale failure? 
Not a good way to attract votes. 

Seeking voluntary change re the inner workings of political parties and other informal structures, 
Is a recipe for no effective change at all. Prof Jega/ and in my day EE Usua/ Ronald Wraith (1959); 
And many in between; all have worked wonders to keep the Electoral Admin from quickly disintegrating under huge, often very unfair/ biassed attacks. Given Nigeria's current ethnic arithmetic, this can never change. Nor can it be forced. As we know to our cost. In the early 1960s the principal lash was applied by the Igbo leaders—Okpara et al. 

If the dear old USA really wants to assist Nigeria, and its long-suffering 98ers, 
Let em focus on one or two of these areas of Public Need. 
Start with "Power Generation & Distribution," Education, and maybe "Roads & Transport."
Then move on from there. 

It is this form of engagement that will most readily assist in bringing forward their beloved "deeemocracy." 
Which might better be phrased:  "healthy/ informed/actuated/ energetic community participation," when properly engaged. 

Let the Americans plow in their specialist mgmt/ admin, the money billions, and other resources to 
Kick-start poor old Nigeria, and its much-abused folk in the direction they have been needing 
to go/ promised the past 50 years and more. Twill provide a growing glimmer of hope. 

If Richard would turn his efforts and advocacy to these issues, long of bright and shiny 
promise for all Nigerians, People would be delighted and grateful. 
They would see America for the positive presence and force it could and can be.

To persist as he's going now means only to support policies for a Nigeria that will continue 
to be stuck in the mire for another 4-5 years; or until the next elections. 

This is not encouraging news. 
America could do better, much better.

Baba Mike. I am afraid you too easily brush aside the merits of the essay which offers several siggestions as to how best to manage Nigeria's future elections in the wake of Professor Jega's deparure. Iam not sure either how the conversation is enhanced by linking it with an earlier piiece by Professor Joseph on an altogether different topic. I should be grateful that we refocus the conversation on ideas and policies that can extend and deepen Nigeria's democracy rather than reel off assumptions and possibly conflictual standpoints. Pity though.

or once friendly, Dictators. He seemed to fit the Nigeria bill so well. 

Re the CSIS/ Downie piece you ran: 
A puzzle. Memories come to mind of Boko Haram items you ran/ contributed 
To Ayo's Listserv some months ago which caused me much upset/ concern
—Nor has that issue passed. It remains very live. And will be increasingly so 
As time passes between now and the US Presidential elections of 2016. 

This Downie item merely a bit of up-beat MOI PR waffle.  
Clearly designed to "inform" the ill-informed;   
Please the oligarchs—America and Nigeria— 
And further stabilise the status quo.
