Re: USA Africa Dialogue Series - Re: Is this Journal Predatory?

Not sure why these are referred to as 'famous'.  I don't recognize them, not even the ones that are supposed to be in my field and a quick look suggests that they have many of the features seen with low-quality and/or predatory journals. Extremely broad scope for the journal collection, journal titles including 'American' and 'British' (from the same publisher), grammatical errors in the prose, easy to find payment information - more difficult to locate editorial board members names.   I visited http://scholarlyoa.com/publishers/ and found that the publisher 'Science Domain International' is on Beall's list of predatory journals.

Perceptions are very important in the publishing industry, especially that which deals with the publication of journal articles and/or scholarly monographs. Publishers that charge publication fees, no matter how nominal or insignificant are looked at with askance. I edited a journal for 22+ years and during that time, we never charged anyone a fee for publishing with our journal. In fact, authors of papers were encouraged but were not required to subscribe to the journal. Yet, because of limited funds, we were often tempted to charge publication fees, especially given the fact that many young scholars, who were struggling to improve their chances of gaining tenure and promotion could easily have been convinced to pay a nominal fee to have their papers published. Nevertheless, we did not change the journal's policy of not charging either submission or publication fees. Instead, we aggressively solicited funds from the general public to use in sustaining the journal. Of course, we tried to appeal to people (e.g., foundations and other institutions) that had an interest in the research areas (e.g., poverty, governance) covered by the articles published in the journal. 

 

The problem with charging a fee, either at the submission or publication stage is that it is very difficult to convince people who are not privy to how the journal makes its decisions on which article to accept or reject that the decision-making rubric does not have money (i.e., the fee) as one of its elements. Hence, once you start charging a fee, many people are always going to think that an article's chances of being accepted are enhanced by the payment of the fee. Here, lies the problem.

 

 

In its short history, Lead University has already accomplished a lot. The future looks very bright for the institution and housing a journal devoted to rigorous analyses of African politics and other related subjects appears to be a good fit. Can Africans, especially those of us who are concerned about political economy in the continent, support this effort so that the journal would not have to charge a fee to accepted articles as a way to sustain itself?

2. The fee is charged for accepted papers in order to maintain a quality online journal with particular interest in African political issues. The call is clear on its mission.

By the way, at the risk of biasing responses, let me ask: If many African journals lack resources/subscriptions, why not charge a fee that will enable editors to publish journals of high quality, both in terms of their form and contents?
