Seriously, mandatory On Demand for Drug and Alcohol with psychological evaluation immediately after a police involved shooting will change the Department. The internal system of police department has no accountability to anyone.

It is time for Police Department to start On Demand for Drug and Alcohol for all police officers, and most importantly, mandatory yearly psychology evaluation of all police officers . The trend of police shooting/use of force is mind boggling. I truly believe that some of these police officers are under the influence of either, topical steroids (steroids rage), meth, cocaine, spiked marijuana etc, and they are mentally unstable. It's a ticking time bomb when you have a police officer, who is under the influence of controlled substance and mentally ill.

I believe you have hit the nail right on its head: substance abuse is more often than not the primary factor in police brutality. The seeming spike in these incidents are also I believe due to the ubiquitous phone cameras these days. People are vigilant and quick to bring out their phone cameras. Hopefully the police globally will begin to realize that whereas they could get away with their crimes in the past because, simply, no evidence was available, today however we the masses, the world over will record and provide the needed evidence, God willing.
