Again, Prof, a good write up, but again the key questions remain unanswered... Why does African leadership consistently fail in the areas of discernment or good judgement, and, why does the leadership and the controlling elite fail to apprehend the principal of enlightened self interest. All elite classes are selfish and supportive of the status quo, but only peasants let lose in a well stocked pantry behave the way we do when placed in positions of trust. These are not illiterate men yet they do not seem to be able to control base instincts. Surely even before we speak of audits and oversights there must be basic philosophies of self-accountability based on personal convictions internally. This is where we fail and which no one has yet attempted to explain.
