Let's be reasonable now:
Between now and 31st March 2016 is a long time. Why should it take so long?
Doesn't the giving of such advanced notice mean that some suspected properties could either disappear or change hands quickly, very mysteriously, without leaving as much as a trace or a scent for the boloodhounds to pick up

Chidi, after signing extradition treaty with UAE, President Buhari extended the tenure of the Nigerian Ambassador there and instructed him to compile the list of Nigerians with movable and immovable properties in Dubai. The list should be submitted, according to Buhari, latest 31st March 2016. So you have to be patient, for now you are only seeing the palm frond, the masquerade would soon emerge.

If they too have, open up what would lead to government going after them and which will subsequently make them to surrender theirs too.
