These things (typographical errors or other gremlin outcomes) happen, although I suspect that this time around, much of what is going on with the 2016 Budget figures is mischievous fraudulence by some soon-to-sacked bureaucrats.
Last year,FU Otuoke''s 2015 budget was initially stepped down for similar reasons when, during my defence of the budget, it was pointed out to me by a Committee member that in the prior year's (2014) budget performance, I had spent N12 million on fumigation alone, and a few other ridiculous amounts on some other items. I immediately told the Education Committee Chairman that these figures were STRANGE to me, and that they were not what I submitted, and that they should stop further discussions on it, and that I would go back and check.
Within an hour back at NUC, we discovered that the error was made at the NUC's collation of university figures. An accountant there, in transferring FUO's budget numbers into the common NUC document for all universities that was compiled and sent to the National Assembly, mis-copied FUO's, and the rows became misaligned. What was supposed to be the total expenditure on various items for a given year became the expenditure for a single item for the same year. Universities did not have the time to check what the NUC had transmitted against what we had sent.
Things were quickly corrected, and I sent the corrected copy DIRECTLY to the Chairman of the House Education Committee.
This year (2016) - my last Budget as VC - the error was not repeated. In fact, no university sent her budget for any compilation at the NUC. Rather, ech of us VCs defended ours INDIVIDUALLY (particularly before the House Committee), using documents that we sent DIRECTLY to the House and Senate Tertiary Education Committees. I defended FUO's budget on Wednesday February 3 (Senate) and Thursday February 4 (House), and everything went smoothly. Well, almost everything - at least no bogus figures - except for one or two questions about re-prioritization of 2015 budget performance, and the shortfall that is being proposed for ALL universities under the Personnel category in 2016, which we are all writing to have re-considered if crisis is to be averted.
Finally, I hope that all of the disavowals going on will lead to:
(1) the reduction of the overall budget, and/or
(2) a positive revision of the budget into priority categories.
And there you have it.
