--Dear colleagues,In line with Suraj's exhortation below, I suggest that CSOs consider meeting urgently to discuss this issue and articulate a united rather than divided response. The state and its security agencies need to be put on their toes for the reported lackluster response to the killings and killing field that Nigeria has become.
CSOs should also consider setting up a panel of its own to inquire into the herdsmen killings and issue a report that should guide advocacy on the matter. A methodology for doing this was developed In 2012 by the CLEEN Foundation when it facilitated the CSO Panel of Inquiry on Police reform in Nigeria headed by Ayo Obe under the platform of NOPRIN. The report could be downloaded from NOPRIN's website ( www.noprin.org) to guide you.
CSOs cannot afford to be divided at this time. I guess the euphoria phase is over. It's time for real business of holding governments and individuals in political authority at various levels accountable to the law and also to their various electoral promises.

My personal assessment of CISLAC is not an endorsement of the condemnable animalistic act of those behind it but a call for action on responsible state apparatus.
I therefore appeal for a joint strongly worded release, condemning the free reign of criminalities, kidnapping, armed robbery and a near complete failure of security in the country.
In unity is out individual and colective strength. I strongly sue for peace and active collaboration.

I have searched for different definitions of rift but could not trace how it is a suitable word to describe the fulani herdsmen massacre of innocent and unsuspecting citizens in Enugu. That word is carelessly or intentionally used to increase the degree of pain the bloodletting and violation of right to life of citizens living in some parts of Nigeria brings. If the word, rift is used as a basis for investigation of this heinous crime by terrorists turned herdsmen, it is capable of misleading any investigation and setting the murderers free. What relationship does the allegedly imported terrorists from Nasarawa have with their victims that could lead any right thinking person to qualify it as a rift. It is not a rift, it is pure murder of innocent Nigerians where both the police and army are unable to protect them rather are quick in advising them not to take laws into their hands. Rafsanjani's circulation is similar to a statement that is created to Enugu Police Command, which was not quick to protect citizens but are quick to advised them not to take laws into thier hands. what Law? Rubbish law, law that cannot protect lives and properties. What does law then do for people?
Rafsanjani, please note that it is not only fulani's that rear animals. At Obudu Cattle ranch, cattles are reared, in my village we rear goat and sheep, I have animals ai rear in my village, even in Enugu, native cows are reared, they are private business like farming and other businesses, their profit do not go into federal coffers, therefore, it is insensitive to use this incidence to canvass for funding of murders by asking government to provide water for their animals. Wonders, they say shall not fail to happen. As if Enugu people are now being equated with cattle. This is unacceptable, ignoble and indeed ignominious. Rafsanjani's CISLAC owes Enugu people and Nigerians an unreserved apology.This press statement is really reveling. We are simply watching.I rest my case.

I don't want to go into the substance of your statement. But I dare say that the title of your statement 'FARMER-HERDSMEN RIFTS...' is misleading and downplays the true nature and enormity of the tragic onslaughts on and massacres of defenceless communities by armed criminals who often take their targets and victims unawares.
You also failed to call a spade by its real name when you categorically stated that these bloodthirsty criminals who have been on the rampage across parts of the country, but especially in the South, carrying out mindless and unprovoked attacks and killings are 'unidentified individuals or group', and that the killings are being carried out 'in the guise of Fulani-Herdsmen tussles'.
I'm worried, but again, I guess you have some information that is not available to many of us- for you to make these assertions, just as the DSS, some weeks ago, categorically accused IPO members of killing and burying '5 identified Fulani herdsmen' among some other 50 unidentified citizens.

--FARMER-HERDSMEN RIFTS: CISLAC CALLS FOR APPROPRIATE INVESTIGATIONThe Civil Society Legislative Advocacy Centre (CISLAC) condemns in totality, the on-going unchecked and intensifying rate of killings in various parts of the country in the guise of Fulani-Herdsmen tussles.We find it worrisome that communities are persistently invaded and innocent lives are lost to dreadful attacks launched by unidentified individuals or group without exhaustive investigation or institution of necessary mechanism by security agencies to identify and reveal true identity of the perpetrators and bring them to justice.While overgrazing and overcrowding could trigger conflicts between herdsmen and farmers in the affected areas, we have also observed that during the dry season, low feedstuff and low water in rivers result in an early movement of herds in search of pasture and water, thereby increasing the risk of conflicts between herdsmen and farmers.Similarly, continuous struggles against low feed purchasing power and the general fall in prices of animals as a result of deterioration in animal body conditions in dry season expose the country to another level of farmers-herdsmen conflicts.However, given the existing level of insecurity and the nation's pattern of Farmer-Herdsmen rift, the recent attacks has clearly taken fresh dimension which should rather not be attributed to any ethnic group until exhaustive investigation is conducted by relevant authorities.It is no more news in the country that some political and socio-economic saboteurs and other enemies of social integration in most occasions take advantage of the existing instability to fuel precarious attacks on innocent citizens, primarily for their selfish and unpatriotic interest.We therefore, urge appropriate and sincere investigation—with concrete effort to identify and prosecute the perpetrators, by relevant authorities into the on-going attacks resulting in unwarranted loss of innocent lives and property in various parts of the country.We urge all levels of Government to make good drinking water available for both man and animals in water deficit areas, through the provision of sufficient wells or boreholes in the affected communities.We call on traditional rulers and community heads across the country to encourage their herdsmen on adequate provisions for their animal feeds against dry season, through massive storage of animal feedstuffs during the growing season.We also call on traditional rulers and community heads toinstitute alternative means of conflict resolution, especially between their farmers and herdsmen to avoid undesirable elements that could capitalize on the insecurity in the country to attack innocent citizens.Signed:Auwal Ibrahim Musa (Rafsanjani)Executive Director, CISLAC
