[First the APC dilemma:]
1/. APC is a new party and needs time to understand who they are and what they stand for. This is normal for any new organization
2/. APC has not yet put in place its key party structures. It's not yet a well formulated body
3/. APC doesn't yet have core loyal members in the top echelon of the party. Top and key APC members have divided loyalties. This too will be settled over time and is normal of new organizations.
4/. Some core APC leaders (Buhari, Odigie Oyegun, Bisi Akande, Tinubu) have a clear idea of the structure and philosophies they want APC to represent but they can't yet actualize it due to power struggle with the other power block represented by Atiku, Saraki and those politicians who only used APC/Buhari popularity in North to get to office
Now for the PDP:
1/. PDP continues to have deep penetrating structures, relationships and loyalties with key government functionaries and institutions of Government built over the 16 years in power. Most Govt staff are PDP members in practice even if they don't have membership cards.
2/. Believe it or not, PDP STILL has more influence over the machinery of police, civil service, the security apparatus than the APC (Hence PDP's and Saraki's ability to get the apparatus of the NASS to forge Senate Rules used to elect Saraki etc) The I.G. etc are still coordinating with PDP elements.
3/. PDP is STILL able to spread money to 'encourage' members unlike APC
4/. PDP will continue to work with some rebel APC members to control the leadership affairs of NASS
Way Forward:
1/. It will take time for APC to consolidate. It may be until after 2019 elections. This situation is here to stay so APC better get used to it
2/. Buhari/APC will correct all mistakes it made in their 2nd term (Saraki issue mistake, the mistake of leaving PDP members in office for months after PDP lost instead of purging the entire FGN machinery of every single PDP sympathizer etc)
3/. There is no way Buhari/APC can solve this problem of fighting corruption or enforcing Party supremacy UNLESS the Buhari allows his Government to start subtle intimidation and arm twisting of some troublesome politicians. Buhari is reluctant to do this.
4/. There will continue to be instability in the party and within political class because Buhari is playing by the rules while PDP OWN AND CONTROL the rules. PDP controls the civil servants who implement the rules.. For instance, Saraki can manipulate the entire judiciary if he wants and nothing can be done by Buhari.
5/. PDP will continue to be influential and determine the pace of governance in Nigera
