You won't solve the gang problem that plagues some African American communities until we acknowledge the fact that the US government and its agents (FBI, local police, antebellum slave patrols, etc.) have been at war with its black citizens since 1776. That war is ongoing. To get a more informed understanding of this war written by someone who was behind prison walls, I would recommend the prison letters of George Jackson:
