MONDAY QUARTER-BACKING:  THEMES AND PRIORITIES OF NIGERIA'S 2016 BUDGET

My People:

First, now that the 2016 Budget has been approved, the Buhari Administration should be off to the races - no more excuses.  

Secondly, given that it has set its own six thematic areas and thirty-four priority areas, with twenty-four ministries and thirty-six ministers and many supporting departments and agencies, parceling out the work and monitoring and evaluating them should not be a major problem.  (See Tables 1 and 2 below, where I give tabulations of my best gathering of the relevant information, and assign functions to various MDAs - to the best of my ability.)

Thridy, since the National Assembly has empowered the Administration to exercise the 2016 Budget over twelve months - till May 2017 rather than hurrying things up to be completed by December 2016 - that should give MDAs the needed breathing space so that unnecessary spendings are not done to avert return of unused monies by the end of this calendar year.

Finally, the PMB administration should record and disclose all recovered loot to date as soon as possible, and incorporate it into the 2017 Budget that it hopes to deliver by September/October 2016.

One is optimistic....let us keep hope alive.....as citizens, we must set up our own monitoring and evaluation mechanisms......
