Re: USA Africa Dialogue Series - NNPC to build 1,000km crude pipeline from Niger Republic to Kaduna —GMD - Tribune [With a Debate on the Economic/Political Implications]

‎I think the Federal Government is on the right path, let it explore other possibilities. Let there be oil exploration in possible places, Bauchi, Chad, etc. Let the Federal Government act fast on the large bitumen deposit at Igbokoda, in Ondo State both for internal consumption, and exportation. Only a foolish government, or company, will take a World Bank loan or any loan for that matter to fix wilfully pipelines, or risk the lives of its officials in the hands of hoodlums and kidnappers. There is no guarantee that if repaired they won't be blown up by militants again; and there is no guarantee that the staff will be safe. It is the reason why I think any option left to Government, it should go ahead with it. The militants are on their own, now that they have burnt their own boat!

There is no crime in Government, or any individual taking a loan to execute laudable project‎s which can generate resources to pay back the loan, and generate more revenue. The problem with past governments in Nigeria was in taking loans and diverting the loans for personal use. I think we should give the current Government the benefit of the doubt on such issues, with assurances that it will deliver.

By the time Buhari finish with us nothing go remain! At circa $1m per KM of onshore pipeline, we want to spend $1 Billion constructing a pipeline to Niger republic?

My good brother, Joe the Pastor:

This is a very good step in the right direction. I recall, a while back, our then magnificent Governor of Kano (Rabiu Kwankwaso) went to Niger Republic trying to broker a similar deal (gas pipeline from Niger to Kano).  I am glad NeR has taken this on, and the pipeline will now be a reality.....and headed to the fabulous state of Kaduna (where the action is).   Surely PMB and the NNPC GMD deserve to be commended for this magnificent effort and vision.....ditto, of course, to our magnificent NeR for silently working hard on this until today's momentous announcement.   This project, if implemented the right way (and, of course, since it is a Kaduna project under NeR, this will be implemented in absolutely a perfect manner), will help in no small way in revamping the collapsed northern economy..... the railway project, as well as dredging of the River Niger are two other projects that will help boast the Naija economy.  You talked about cost of construction, Bro. Joe, and I say onto you that it will be recouped in no time...I am sure you know more than I do (you being in the business sector, and I being in the cattle-rearing business) that a properly functioning company (and the rejuvenated NNPC will be) sited in the heart of the North (and within the jurisdiction of Mallam Nasiru) will be a massively successful venture.  Need I say more?

Big leaders like PMB and NeR do big picture things.  It is great to have sound minds in Aso Rock and the majestic Sir Kashim Ibharim House.   Kudos to Mr. President for this project, and further cementing the bond of brotherhood between those of us north of the Niger and our brethren (and sistren too) in Niger Republic.  We salute the President for the effort to reform the NNPC.....and its great, as noted by Governor NeR, that the nation is already seeing improvements in oil revenues.  And this, as Martha Stewart will say, "is a (damn) good thing".  Again, great things are happening to Kaduna State because a great mind resides in Sir Kashim Ibrahim House.

Folks, we should all rejoice good things....regardless in whose doormat it occurs.  Any progress recorded in any place within the Niger federation (no matter how small....e.g., even in the tiny hamlet of Otuoke) is progress for us ALL.

Abba my brother,

1. This is definitely NOT a Kaduna state project. The TOTAL Kaduna state budget ( capital & recurrent) for 2016 is circa $500 million. They cannot fund the pipeline even if they wanted.

And the refinery belongs to NNPC and the news report clearly states that the plan is NNPC's and NNPC GMD was informing NeR of NNPC's plans

2. One of the major problems I have with Buhari's Government is the sense of ad hoc system of managing the economy. There is no overall vision; no strategy; no tactics. Everyone is in his or her corner operating as the spirit moves them.

3. NNPC is broke. Cannot meet its cash call obligations on the JVs. Which has a negative impact on work program on producing fields thereby reducing production and Government revenues and compounding our economic problems. The minister of state petroleum is in his corner negotiating a solution to the $7 billion cash call arrears

4. What is the GMD doing? In Niger negotiating to build a $1 billion pipeline from Kaduna to Niger! A reasonable man would ask what is the economics backing this project ? What is the payback period? How will it be funded?

5. Given that there is already an existing pipeline from Warri to Kaduna damaged by militants-- which is more cost effective? Engaging in dialogue with the militants like UMYA did and repairing the existing pipeline or investing $1 billion to build a new pipeline into a different country?

6. Btw Kaduna refinery is a 100,000 bopd refinery. Do you know the TOTAL oil produced by Niger?

"....Oil is presently extracted from the Agadem field and transported through an underground 426.5 kilometres (265.0 mi) long pipeline to the 20,000 barrel per day refinery in Zinder.[5] While the intended extraction aimed for 20,000 barrels per day, by mid-2012, only 10,000 barrels per day was achieved.[6] As of the first trimester of 2013, 3 million barrels have been extracted from the Agadem block in its opening.[7].....

Since the beginning of the oil extraction, it appears that the reserves have been underestimated: from an estimate of 324 million barrel reserves in 2008, it is believed that reserves are three times higher, near 1 billion barrels in 2013.[1] With the increase in reserves, Niger anticipates an increase in its production from 20,000 to 80,000 barrels per day by 2016 with 60,000 barrels per day for exports via Chad and Cameroon."

7. You can see that even if Niger is producing the anticipated 80,000 bopd they cannot meet Kaduna's nameplate capacity if they exported ALL production to Kaduna without anything for their local refinery. !

8. Bro this idea is at best an idea that is not well thought out. At worst it is a scam positioned to take a bite out of the proposed $30 billion loan!

Joe
