By the way, here below is a news item that might excite you.....not all universities that even BEGIN such initiatives - and we will see how far this initiative will go.  (A 500 MW solar energy plant would require anywhere from 750 to 1500 hectares of land!  That is three-and-a-half times to eight times the ENTIRE land of Federal University Otuoke!)

The University of Ilorin is partnering with a US company to build a 500 megawatts solar energy plant as part of efforts to tackle the challenge of power supply in Nigeria.
Prof. AbdulGaniyu Ambali, the institution's Vice-Chancellor, disclosed this while speaking at the News Agency of Nigeria forum in Abuja on Sunday.
Ambali said: "The 500 megawatts is too much for the university alone to utilize; in fact, we in the university require just a maximum of four megawatts.
"Which means the extra 496 megawatts would have to be given to the Federal Republic of Nigeria, either the immediate community or nationwide.
"I think that is what is being processed.
"We have had talks with various stakeholders who are going to be party to the consumption and payment of the 496 megawatts because the project is going to cost about $1.5 billion.
"It is a heavy investment.
"Which means the company that is going to bring the $1.5 billion has to be convinced that it will recoup its investment.
"They (company) have made tremendous progress, they have talked to the government, they are talking with agencies of government and by the time they harmonise all these product of their discussion, I am sure they will take off and the government and Nigeria will now be the overall beneficiary of all those efforts."
Brain Travis, the Managing Director of the American company, said the selection of Unilorin as its partner was because the university had many reliable innovative projects.
Travis, who described the project as the largest solar plant in Africa, said it would help empower the locals in terms of employment and training.
He said: "Most of us probably know there are difficulties with the whole power system in Nigeria.
"We will all like to have stable power.
"We also are going to not sell into the national grid, but try to solve the problem by entering into direct contract with Discos; because of the location of Ilorin, we have direct access to six district discos up and down the coast.
"Each of those discos is determining how much of the power they want; they determine when they need the power, how they need it and how they are going to sell it.
"So we will be effectively dealing with the people who need the power.
"So that we do not have the supply chain issues that exists now and that is the reason we are doing the solar project here. It has got good solar radiation.
"We have an excellent host; you heard about the innovative projects of the Vice-Chancellor and it's that spirit that allows us to come in and negotiate for a significant piece of property.
"Also there is an obligation I understand from the university to help the local community. So we are going to be hiring local people as contractors as well as training local people in solar and renewable."
He said the project would be completed in 18 months.

When in Nigeria we say that tuition should be or is free, the un-asked/un-answered question is "What is that Tuition Fee that is or should be FREE to the Student, but NOT ZERO to the University?"

Now as far as Revenue is concerned - particularly for a new university, or for a stable university with middling reputation - it is the Tuition and Fees of Students that are the most guaranteed source of revenue.  Is it not right to REQUIRE that the Tuition and Fees should form a certain percentage of ANNUAL expenditure (not even only of ANNUAL REVENUE), before you start talking about "free tuition?"    Can you survive as an institution if every year your annual expenditure ALWAYS outstrips ANNUAL revenue simply because you wish to have "free tuition?"  Is that difference not what the Government and/or your Proprietor will have to fill in, BEFORE even Alumni and Friends can help out?



I want you to check out the websites of Emory University and George Washington University that you are affiliated with, and you will find tuition and fee prominently listed there.  Here below is the one of Howard University:  The tuition and fees per semester is $12,554, of which $11,709.50 - or 93.3% - is tuition.

1.    All new students (Freshmen) must stay in the hostel, unless contra-indicated by a medical doctor

2.   Students must pay full applicable fees by end of Registration Period of academic year, else all registration privileges will be withdrawn for the academic year.




That is, at FU Otuoke, the highest paying students pays NO TUITION fees and N80,000 per year of FEES - that is (at N400 to $1) $200!


Who will pay the rest?


Now back to Table 1, Joe Igietseme:  


  (1)  what fraction of total Expenditure ET should be E1, E2, E3 and E4 ?

  (2)  what fraction of total Revenue RT should be R!, R2, R3 and R4 to fulfil the university's true mission?

  (3)  most importantly, what fraction of RT should ET be, and who will pay the rest if there is a shortfall (ie if ET exceeds RT)


Inquiring minds want to know.

A time has come in Nigeria when VCs [like University Presidents elsewhere] should be developing innovative or creative ways to mobilize public, private and community resources for institutional advancements in curriculum, infrastructures, academics, research, endowments and revenue stream.

The continuing reliance on Govts' periodic handouts is reflected in the woes and degeneration of the public institutions in all sectors as the SINGLE source of support struggles.

Besides, thinking out of the box may be a way forward for VCs; for example, it should be possible for some of universities to decide to convert into SINGLE or few products corporate entities where students are enrolled to focus on the knowledge and expertise for producing certain commercializable products or services that address critical national needs. The curriculum and training in such universities will be structured to meet the production or services needs.

Good examples of such products/services focused institutions are independent medical schools attached to teaching hospitals. The focus of the teaching hospital is healthcare delivery services. When basic & clinical medical training are attached to the teaching hospital, you have an institution that's both a service delivery business & a medical school. Similarly, we should be able to establish food, beverages, automotive, wood/metallurgy universities (or other tertiary institutions) that are focused on specific products & incorporate educational curricula for training students in the fields of those products or services.

Local and international corporate bodies and well as public agencies in charge of producing or supplying certain products/services in the country should easily buy into such an innovative university education.

In addition, the students are trained as production or marketing managers by the time they graduate. Entrepreneurship can be heavily promoted by such an educational system as well. Furthermore, this approach will likely fast-track industrialization, production and export economy in the nation. Of course, a KEY requirement for a successful knowledge-based, production-focused university is REGULAR ELECTRICITY! Without this SINGULAR Utility, the aspiration for national industrialization, advancement in national R&D/innovation or push toward an export economy will continue to be a pipe dream!

Our VCs should try SOMETHING DIFFERENT to move Nigeria FORWARD!
