Call for Proposals: Support to Doctoral schools, Re-building scholarly infrastructures and academic communities in the Social Sciences and Humanities in African Universities

With funding support from the Andrew W. Mellon Foundation, the Council for the Development of Social Science Research in Africa, CODESRIA, is pleased to announce a call for proposals for a new intervention targeting support to doctoral schools and rebuilding scholarly communities in the social sciences and humanities in African universities. The initiative carries forward CODESRIA's work in strengthening the institutional bases for knowledge production in the social sciences and humanities in African universities. This particular call rhymes with the council's 2017- 2021 strategic plan that focuses on 'Reaching New Frontiers in Social Research and Knowledge Production for African Transformation and Development'.
Background
This 'call for proposals' is part of CODESRIA's efforts to reposition and strengthen research and teaching of the social sciences and humanities (SSH) In African universities. The overall goal is to engender a generation of academics and knowledge that can enable the people of the continent critically (re) imagine and (re) create better, freer, more sustainable, and more inclusive communities and worlds. CODESRIA beliefs that focusing these efforts on doctoral schools and supporting efforts at rebuilding scholarly communities in the institutions through such interventions as academic seminars and journals, writing workshops and publications outlets, would potentially result to recreating the culture of academic excellence that the institutions need to meet these expectations.
Established in 1973, CODESRIA is a Pan-African organization dedicated to contributing to development in Africa by promoting research on some of the most fundamental questions through the prism of the humanities and social sciences. CODESRIA seeks to magnify the voices of African and Diaspora scholars in the HSS on the most important questions in African life through support for research, training, publication, dissemination and advocacy. In doing this CODESRIA seeks to act as a strategic partner for higher education institutions and research centers in Africa as well as policy actors and practitioners engaging with important issues on the continent that can benefit from sound knowledge.
The SSH in higher education institutions in Africa have had a troubled past in their search to be anchored within the institutions. In the first and second decades that most universities in Africa were established, the disciplines sought for space both in terms of creating an indigenous African academic community and a relevant curriculum that articulated with the political and socio-economic development imperatives in the African continent. It did help the course of the SSH in the nascent institutions that in terms of their pedagogical and epistemological orientations, they provided platforms upon which the quest for political independence and self- determination of African countries, and their subsequent search for development blueprints after independence were based. The funding crisis that the institutions faced in the 1980s and the subsequent decline witnessed in the 1990s left the status of the SSH in a precarious position. Currently, the SSH disciplines face underfunding related to widespread neo-liberal arguments that what Africa needs for its development are the STEM disciplines. Institutions continue underfunding infrastructures in the SSH, students enrollments have gone down and infrastructures for the production of the next generation of social scientists and humanities scholars are barely adequate.
Proposals to be supported under this call are those to be submitted by individual/ groups of graduate/doctoral schools, SSH faculties, including research and teaching units dealing with higher education studies. Proposals should focus on one of the following activities:
• Support for strengthening of the administrative aspects of graduate schools including issues to do with curricular reform, doctoral student supervision practices and mentoring of faculty in graduate supervision,
• Interventions to rebuild/recreate scholarly infrastructures and academic communities in the SSH through holding faculty seminars, strengthening faculty journals and conferences, systems to recreate strong workshop and seminar cultures, etc.
• Support for scholarly writing and academic publishing workshops especially targeting doctoral students and early career academics.
Proposals submitted should include the following:
• A 10-page concept proposal outlining the activity to be supported; how it will be organized, if it will be jointly organized with doctoral schools/faculties from other institutions, the number of participants targeted and how it fits into the institution's overall academic plan and CODESRIA's strategy as outlined in this call, and overall outputs and outcomes expected from the activity. It will also be important to show how the institution intends to sustain such activities on an annual basis.
• A forwarding letter from a senior institutional administrator and another from the Dean of the school/faculty proposing to host the activity;
• A detailed budget indicating the amount of funding required for organizing the activity. An indication of any support from the institution to support the activity proposed will be important.
• The duration of the activity (CODESRIA will support activities lasting from 5- 10 working days) and hosted within institutional environments.
Once selected, CODESRIA will liaise with the Deans of the schools selected to appoint a director who will oversee the scientific aspects of the program and make a report to CODESRIA at the end of the activity. Soutien aux écoles doctorales, à la reconstruction des infrastructures et communautés de sciences sociales et humaines des universités africaines

Avec le soutien financier de la Fondation Andrew W. Mellon, le Conseil pour le développement de la recherche en sciences sociales en Afrique, CODESRIA, lance un appel à candidatures pour un nouveau programme de soutien aux écoles doctorales et à la reconstruction de communautés de sciences sociales et humaines des universités africaines. Cette initiative poursuit les interventions de renforcement des bases institutionnelles de la production de savoir en sciences sociales, et des universités. Le présent programme cadre avec le plan stratégique 2017-2021 du Conseil intitulé « Vers de nouvelles frontières dans la recherche sociale et la production de connaissances pour la transformation et le développement de l'Afrique ».
Contexte
Ce programme entre dans le cadre du repositionnement et du renforcement de la recherche et l'enseignement des sciences sociales et humaines (SSH) dans les universités africaines. L'objectif global est de produire des universitaires et des connaissances qui permettent aux peuples du continent de repenser et de recréer des communautés et des mondes meilleurs, plus libres, plus pérennes et plus inclusifs. Pour le CODESRIA, les nombreuses initiatives envers les écoles doctorales et l'appui à la reconstruction de communautés universitaires dans les institutions à travers les séminaires et les revues universitaires, les ateliers d'écriture et des opportunités de publication, pourraient conduire à une réinvention de la culture d'excellence intellectuelle dont ont besoin ces institutions.
Créé en 1973, le CODESRIA est une organisation panafricaine qui contribue au développement en Afrique en promouvant la recherche, la formation, la publication et la diffusion et le plaidoyer sur les questions fondamentales de sciences humaines et sociales. Le CODESRIA est donc un partenaire stratégique des institutions d'enseignement supérieur, des centres de recherche en Afrique, des acteurs politiques et praticiens travaillant sur des problématiques nécessitant des connaissances solides.
Les SSH dans les établissements d'enseignement supérieur en Afrique ont une trajectoire difficile dans leur recherche d'ancrage institutionnel. Au cours des deux premières décennies après les indépendances, période de création de la plupart des universités en Afrique, les disciplines rivalisaient pour créer une communauté universitaire africaine autochtone et un programme d'enseignement adéquat s'inscrivant dans les impératifs de développement politique et socio-économique du continent africain. Les cours de SSH ont en effet été aidés dans les institutions naissantes, en termes d'orientations pédagogiques et épistémologiques, et ont servi de plates-formes de la quête d'indépendance politique et d'autodétermination des pays africains ; et après l'indépendance, les recherches de plans de développement y ont été basées. La crise de financement vécue par les institutions dans les années 80 et le déclin observé dans les années 90 ont laissé les SSH dans une situation précaire. À l'heure actuelle, les disciplines des SSH font face à un manque de financement dû aux idées néolibérales selon lesquelles ce dont l'Afrique a besoin pour son développement, ce sont les disciplines STEM. Les universités continuent de sous-financer les infrastructures de SSH, les effectifs étudiants ont baissé, et les infrastructures de production de la prochaine génération de spécialistes et chercheurs en sciences sociales et humaines sont à peine adéquates.
Seront soutenues, les propositions soumises par une école/des groupes d'écoles de troisième cycle/ doctorales, les facultés de SSH, dont les unités de formation et de recherche (UFR) des institutions d'enseignement supérieur. Les propositions porteront sur les activités suivantes :
• Soutien au renforcement administratif des écoles de troisième cycle, y compris les questions liées à la réforme des programmes scolaires, à la supervision et le mentorat des doctorants par les superviseurs ;
• Interventions de reconstruction/recréation d'infrastructures et de communautés universitaires en SSH en organisant des séminaires facultaires, en renforçant les revues et les conférences et les systèmes facultaires afin de développer une culture ancrée d'ateliers et séminaires, etc.
• Soutien aux ateliers d'écriture et d'édition scientifique, en particulier pour les doctorants et les universitaires en début de carrière ;
Les propositions soumises doivent comprendre ce qui suit :
• Une proposition de concept de 10 pages résumant l'activité à financer ; son organisation (conjointement avec des écoles doctorales/facultés d'autres institutions ou non), le nombre de participants ciblés et l'articulation avec le projet universitaire général de l'institution et la stratégie du CODESRIA telle que décrite dans cet appel à candidatures, et l'impact et les résultats généraux attendus de l'activité. Il sera également important de montrer comment l'institution candidate entend soutenir ces activités annuellement.
• Une lettre d'un responsable institutionnel et du doyen de l'école/la faculté proposant d'organiser l'activité ;
• Un budget détaillé avec le montant du financement nécessaire à l'organisation de l'activité. Tout appui de l'institution à l'activité proposée devra être souligné.
• La durée de l'activité (le CODESRIA financera des activités de 5 à 10 jours ouvrables et organisées au sein des environnements institutionnels).
Après la sélection, les doyens des écoles retenues nommeront un directeur qui supervisera les aspects scientifiques des activités et en fera un rapport au CODESRIA.
