I second the idea that any restructuring moves are better carried out through the NASS the peoples bonafide reps and state assemblies rather any pressure groups who are supposed to be represented anyway in NASS and state assemblies.  These bodies are structurally more accountable to the people in the final analysis. Pressure groups are not. They are talk shops.

One idea that I think is germane is the structure of the executive if its not there already.  It is the only arm not intrrnally democratic in its workings (which is why it is the focus of the battle royales during elections)

To dumb down the power of incubents it should consist of presidential triumvirate with an initial term of 3 yrs (renewable once). 

Chairmanship should be rotated on annual basis.  National issues presented by NASS should be debated thoroughly by triumvirs and voted on while provisional chairs supervise and coordinate implementation with hand over notes to the next chair.

Arrangement should be of such that presidential triumvirs are rotated from major ethic group while minorities serve as vice-triumvirs to be succeeded by minority triumvirs as presidents with majority group vice-triumvirs.

There is no seismic shifting of any ground.   What is happening is that in the absence of Buhari, some political actors are thinking that they can force Osinbajo into some precipitate action,  either to present an Executive bill or to commit to adopting/publicly discussing the 2014 Conference resolutions.

Like the cat is away,  so the mice can play mischief... 

Osinbajo won't and he shouldn't.    The FGN should stay out of it for now. 

If the NASS is convinced about restructuring, its members should discuss it,  and start with a Joint Bill.    If the Governors Forum of Nigeria GFN are for it,  then they should assure the NASS that when such a bill eventually gets to their Houses of Assembly HOAs - as our Constitution would require for such a fundamental bill - they will champion the cause.   If all that leads to a Restructuring Act, Osinbajo or Buhari will sign it,  or their veto will be upturned.

  If neither the NASS or GFN have the spine to bell the cat,  and if The People of Nigeria (TPON)  are for it,  then we should make it the MAIN issue of contention in the 2019 elections,  period. 

This is the democratic process, than all these ethnic posturings,  intimidation and blackmail.   Nigeria will not collapse before 2019, and will only continue to live unhappily without restructuring.  

 Imagine  you writing that you prefer the unelected Ohaneze to represent you more than all the five Governors,  10 Senators, 50-odd House reps and 100-odd HOA members in the five SE states?

The takeaway?   We should take no short-cuts on this restructuring issue,  because we will have to live with it for a long time.   Personally,  I think some systemic ground-clearing still needs to be done before we embark upon it,  but I have been known to be episodically wrong.

1. Personally I think one of the reasons some folks are reluctant to embrace restructuring is the fear of economic survival. And it is a valid fear that ought to be addressed by a good faith dialogue that puts in place transitional schemes to move from where we are to full fiscal federalism

2. All our people know their true representatives. I would gladly have Ohaneze under Nnia Nwodo represent me at the dialogue table than any governor or NASS member. Thank you very much. 

3. The first order of business is for everyone to acknowledge that Nigeria is not working and that we should meet in good faith to decide how Nigeria can work for all. 

4. I'm not sure we have much time but I have been known to be episodically wrong

The Arewa Spokesman is talking about long and complex process which is all about not losing part of the national cake, they donot  provide any  of the ingredients nor even know how to bake a cake..
Let each state start  making its own ingredients to bake its own cake and let the FG deal with the Bigger issues as we all know from Offshore resources.A National Equity Fund will be created to subsidise poor states infrastructural development.
Let Ag Presido call all the Govs,NASS Leadership and key Traditional Rulers to a Conference and tell them to come up with consensus on  how   the restructuring can bring stability and let NASS take over on the constitutional amendments.iw FOR TALK FOR CONCRETE  ACTION NOW
