You have a point there. The Abiola Irele Centre in Theory and Criticism as KWASU is another initiative similar to what you are suggesting.

The more elaborate pedagogical and research initiatives can be explored through workshops and seminars at the Centre and any further possibilities taken from there. The Centre idea offers flexibility enabling work at various scales and frequency without the massive economic and logistical framework required for a university. The activities and character of the Centre can also be upscaled at will, even up to the character of a university.

But keeping in  mind Toyin Falola's extensive immersion in various aspects of scholarship, and the goodwill he enjoys in various continents, a university might be within reach.
